Conclusions centre on the importance of circumstances in enabling fathers’ roles and horizons to change, and on the extent to which extensive practical involvement in caregiving had prompted further transformation in masculinities and fatherly identities. The authors also emphasise challenges and barriers faced by fathers that had sometimes placed limits on their caregiving and that centred on deep-rooted assumptions of default maternal responsibility that continue to manifest themselves in policy, practice, interactions and values. Hodkinson","doi":"10.46692/9781529205992.003","DOIUrl":"https://doi.org/10.46692/9781529205992.003","url":null,"abstract":"Providing a substantive examination of the context in which unusually care-centred fathers operate, this chapter focuses on developments in family policy that relate to fatherly caregiving. It first considers the enduring relevance of national policies in a world where supranational bodies and various globalising pressures increasingly exert influence. It then moves on to consider the key lessons can be learnt from legislation that has been introduced in countries other than the UK with the aim of facilitating greater involvement by fathers in the lives of their children. The chapter then provides a detailed analysis of UK family policy, with a specific focus on how it has addressed fathers, over the last fifty years. The authors maintain that while we have seen considerable policy activity in this area, and a significant shift away from the strongly maternalist orientation of policy evident in the late 20th century, UK policy remains some distance away from promoting a universal caregiver model. The authors explore how, while for some fathers an extensive caregiving role had already fallen within their ideals and expectations (care horizons), for many others, it had represented a turning point brought about by circumstances. Moreover, for most of the fathers, equal or primary care responsibilities had not been taken on until after a period of several months (or more) of exclusive maternity leave for their partner.
