The employment norms associated with the era of Increased Precarious Employment represent one component of a broader shift to a neoliberal form of social organization. The chapter begins by reviewing the factors that led to the transition from the Standard Employment Relationship and the forces that shaped the employment relationship in the era of Increased Precarious Employment. It then examines debates over how to measure the prevalence of the precarious workforce, before considering the impact of precarious employment on households, families, and communities. The chapter looks at the findings of the Poverty and Employment Precarity in Southern Ontario research group.","PeriodicalId":289935,"journal":{"name":"Working in the Context of Austerity","volume":"20 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-11-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131903185","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

More specifically, it describes rationalization and efficiency gains at several levels, including national, organizational, workgroup, and job, in the Fire and Rescue Services in Scotland. The chapter reveals how austerity, in one sense, has moved away from New Public Management (NPM) by recentralizing control of services. This 'break' with NPM is in parallel with continuing ideological attachment to values that see public services as wasteful. Restructuring efforts at the various levels, from the national to the job level, were interdependent in order to deliver on the overarching aim of meeting the reduced budget. Front-line staff experienced work intensification and loss of morale. At the same time, high absence levels, recruitment freezes, and so on led to problems in achieving projected cost savings.","PeriodicalId":289935,"journal":{"name":"Working in the Context of Austerity","volume":"44 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-11-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128305692","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Non-citizenship is an uneven and contingent category, with social locations amplifying or ameliorating a migrant's experience of precariousness. In addition to a normative political discourse that criminalizes migrants and/or sees them as problems to be 'managed', regulations governing work and citizenship increasingly intersect, generating new and compounding insecurities, with the form of labour precarity depending on the specific immigration controls and labour regulation. The chapter explores how features of a new labour regime in Canada in the era of austerity and the increased presence of 'temporary migrant workers' in the quick-service restaurant industry promote increased labour flexibility and exacerbate migrant workers' vulnerability. Migrant workers face unique challenges, distinct from those of their domestic counterparts, and with their growing presence in low-wage Canadian worksites, the need to organize at the intersection of work and citizenship has become an urgent project.","PeriodicalId":289935,"journal":{"name":"Working in the Context of Austerity","volume":"7 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-11-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134536953","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
