The austerity mythology argued that debt was the pivotal problem for governments to wrestle down, and that markets should take over responsibilities from the state, shifting responsibility to the average person to self-provide or meet all their needs through wage employment or unpaid labour. Providing a low-tax regime to businesses would incentivize them to expand employment and to entrepreneurially take new risks and offer job opportunities for all, as long as workers were not selective about wages, work, conditions, or hours. However, people are now told that robots will replace humans in most jobs and that they all will soon be unemployed. The chapter points out that the gutting of social supports and entitlements under austerity and neoliberalism means that those thrown out of work will quickly become destitute, and social unrest is likely to follow. To avoid this dire scenario, it calls for a major rethinking of social policies and employment, drawing on Nancy Fraser's gender-equity model, wherein breadwinning and care-giving responsibilities are shared across society, with the support of strong social programmes in which employment is protected and regulated in the interests of working people.","PeriodicalId":289935,"journal":{"name":"Working in the Context of Austerity","volume":"44 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-11-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121677183","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Using the case of the Irish Non-Profit Voluntary and Community Sector (NPVCS), it draws on a qualitative-based empirical study within the sub-sector of Physical and Sensory Disabilities, built around two principal service providers. The chapter argues that government funding and service-level agreements created the conduit for New Public Management (NPM)-orientated thinking and practices to enter the sector and exert downward pressures on how it manages people and work. Coincidentally, this conveniently aligned with austerity ideology and gave new impetus to NPM. The findings show strong evidence of NPM-orientated changes in work and human resources management, propelled by strong isomorphic pressures that had accelerated and intensified during the era of austerity. The study uses the explanatory lens of institutional theory and labour-process theory to explicate how the state–NPVCS relationship became institutionalized through the isomorphism of NPM and how austerity reinforced and expedited this process.","PeriodicalId":289935,"journal":{"name":"Working in the Context of Austerity","volume":"3 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-11-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126687727","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It argues that austerity in Ireland ushered in a sharp rise in zero-hours work, or fragmented and variable working time arrangements that were largely exempt from protective legislation. Even though a union strategy met with victory in the form of new legislation prohibiting zero-hours contracts, employers found other means to enforce precarious and insecure employment. Closely examining the intersection of austerity and the new regulations, the chapter finds that the new legislation has further exacerbated the precariousness of many workers in the Irish context. It also served to further undermine the Standard Employment Relationship. The chapter then contends that collective bargaining has been the more effective way to curtail precarious types of work, although many precarious workers are not unionized and hence see more benefit from a fundamental reconceptualizing of the legal taxonomy of the employment relationship to more accurately reflect its fragmented, dispersed realities.","PeriodicalId":289935,"journal":{"name":"Working in the Context of Austerity","volume":"50 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-11-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114663388","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It analyses qualitative data collected in non-profit organizations to develop a theorization of unpaid work as lying at a crossroads of self-exploitation and resistance. Using direct quotes from voluntary sector care workers, the chapter shows that they assign oppositional meaning to the after-hours work that they do to resist the 'uncaring' of funders and larger society. These workers frequently also develop a shared critical analysis with co-workers and sometimes undertake workplace resistance strategies aimed at improved conditions for each other and service users. The chapter argues that these dynamics represent a form of compromise resistance in which the workers express their personal values as ethical people through doing unpaid labour in their paid workplaces.","PeriodicalId":289935,"journal":{"name":"Working in the Context of Austerity","volume":"7 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-11-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132767725","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
