Pada gelaran Kompetisi Inovasi Pelayanan Publik Tahun 2022 yang diadakan Kementerian Pemberdayaan Aparatur Negara dan Reformasi Birokrasi, salah satu inovasi yang dicetuskan Dinas Pemadam Kebakaran dan Penyelamatan atau DPKP Kota Surabaya bernama Response Time 7 Menit Layanan Pemadam Kebakaran di Surabaya terpilih menjadi Top 45 Inovasi Terpuji kategori Umum. Artikel ini membahas tentang inovasi tersebut di aspek formulasi, implementasi, evaluasi, dan reformasi birokrasi. Teori yang digunakan adalah konsep kebijakan publik yang dipopulerkan oleh Hayat. Metode dalam studi ini adalah kualitatif dengan pendekatan fenomenologi. Hasil dari kajian ini menunjukkan bahwa Response Time 7 Menit yang dilakukan DPKP Surabaya diterapkan melalui tahapan-tahapan yang sesuai dengan alur teoritik yang digariskan para pakar. One of them is Gedung Nasional, which is a regional asset as a result of the handover from Kerinci Regency in 2021. The purpose of the research is to formulate a model for the utilization of Gedung Nasional as a multi-purpose building and determine the strategy for optimizing the utilization of Gedung Nasional to increase the Regional Original Income of Sungai Penuh City. This study uses a mixed method approach through observation, documentation and interviews with the government, community leaders and filling out a purposive sampling questionnaire. The data analysis tool uses the Analytical Hierarchy Process (AHP) with a Saaty scale approach starting from a weighted value of 1 to 9. The problem faced is that the implementation of SBM is not optimal. This type of research is descriptive qualitative. Data collection was done by interview, observation, and documentation methods. The method of analysis using triangulation. Data analysis techniques include data collection, data reduction, data presentation, and drawing conclusions. The results of the study found that, (1) Leaders did not fully know about school-based management and its implementation. (2) Community participation has not been maximized in various school activities, especially to support learning activities. (3) Parents do not facilitate and provide learning assistance for students at home, especially reading activities. (4) Supervision to evaluate the implementation of school-based management in One Roof Junior High School has not been optimal. Likewise, the implementation of teacher supervision in the learning process carried out by the principal is still limited. It is recommended for further research to find tips or strategies as a solution to improve the implementation of school-based management in one-roof Junior High Schools. So that each school competes with each other to include students in research competitions. Educational startups such as Big Edu Indonesia become third parties for schools. This study aims to describe the Big Edu Indonesia mentoring service and the impact of the service on students' research abilities. The method used is qualitative. As for the results of this research, the mentoring service for scientific competitions is carried out with the main curriculum, namely preparing the background, theoretical basis and research methods. Teori yang digunakan adalah determinasi teknologi. Konsep Tujuan Pembangunan Berkelanjutan yang dijadikan Perserikatan Bangsa-Bangsa dalam menyoroti kebijakan publik dijadikan landasan. Kajian kualitatif ini menggunakan pendekatan etnografi virtual. Analisis dilakukan dengan mengobservasi laman website di empat level; ruang, dokumen, objek, dan eksperimental. Hasil dari kajian ini menunjukkan bahwa Pemerintah Kota Surabaya telah melakukan optimalisasi website. Optimalisasi media sosial membuat semua warga dari berbagai latar belakang bisa mengakses layanan publik dengan lebih mudah. Kebijakan ini mengurangi penggunaan kertas yang berarti lebih ramah lingkungan. Pemanfaatan media dalam jaringan membuat pelayanan lebih transparan dan akuntabel. Semua proses terdokumentasi dengan rapi serta terpantau.
