The Growth of energy demand is one of the triggers for increasing greenhouse gas emissions. Proper management of forests and plantations can have a multiplier effect, namely conservation, protection of life support systems, and sources of biomass fuel. The International Trade Center shows that Vietnam and Indonesia are the main producers of the Southeast Asia region with an export value of US $ 309,220,000 and US $ 26,764,000 respectively in 2019. Meanwhile, Denmark is the world's largest importer with an import value of US $ 542,474. .000. South Korea is the largest importer in Asia with a value of US $ 362,283 in 2019. Lampung Province has a forest area with an area of 1,004,735 hectares of the 94.1 forested land area in Indonesia. Increasing the function of some forests in Lampung to become Energy Plantation Forests can increase the production of wood pellets. The growth of biomass wood pellet production will increase the export balance of Lampung Province. The political will of European Union countries, South Korea and Japan in increasing the use of wood pellets as a fuel for electricity generation is an export opportunity for wood pellets in Lampung Province. The global Wood Pellet market with a value of US $ 5324 million in 2020 is expected to reach US $ 8095.4 million by the end of 2026, growing at a CAGR (Compound Annual Growth Rate) of 6.1% during 20212026. Many scholars and analysts have stressed the potential role played by NGOs in shaping public perceptions and creating narratives and values about the environment. Plenty of studies has also shown the growing influence of NGOs’ international fora and their positive contribution to the development of an international environmental protection regime. However, some scholars have also doubt that NGOs have succeeded in forcing governments of nation-states to adopt and comply with more vigorous environmental positions. Their role in environmental policy changes and policymaking is still very much contested. This essay argues that the relative success of NGOs in international fora does not necessarily coincide with their domestic counterpart, particularly in environmental policymaking. That even though NGOs have played quite a significant role in creating awareness in environmental issues over the past few decades, at the nation-state level their influence in shaping environmental policies might not be as much as many as hoped for. They have played a huge role in environmental advocacy as well as service delivery but not so much on pushing changes in environmental policies, especially in developing countries. Hence, the essay attempts to compare the role of NGOs in international fora in encouraging changes of global environmental standards and regimes with its effort in environmental policymaking at the domestic level. It put forward the essential component of NGO’s advocacy arguing that it has a key role not only in encouraging changes in public attitudes towards environmental issues but also to help shape government environmental policies. It advances industrial-centered digital transformation from Industry 4.0, towards an all-encompassing human-centered development. One of Society 5.0’s demands is that people lives securely, with strengthened government’s safety nets against social issues such as poverty. Poverty remains a global challenge to be tackled in Sustainable Development Goals Agenda 2030, and previous literatures argued that Social Protection System is one of the core ingredients in poverty reduction. Indonesia has been applauded for successful reduction of its national poverty rate by half in past 20 years. While Indonesia also has an ambitious vision of near-zero poverty by 2045, World Bank warned that the issue of coverage of the country’s social protection system remains a challenge, especially if the system is to be future-ready. Social protection system in Indonesia has played an important role in delivering social assistances to poor households in the past two decades. Literature of digital transformation in Indonesia’s social protection policy is still limited, therefore, this research serves to fill the gap as well as providing general ideas for future research. Utilizing the theories of digital government, digital social protection system, and Society 5.0 as theoretical framework, this research discusses the digitalization of Indonesia’s Social Protection System and its possible contributions towards Society 5.0’s demand of safeguarding against poverty. This research argues that digitalization of social protection system is an important step towards achieving society 5.0 in terms of strengthening government’s social welfare policy based on two main reasons: It enhances government’s coverage in delivering social benefits towards society via data utilization to tackle poverty as a social challenge, and it serves as a form of government automation which integrates physical and cyber space in social benefits delivery to safeguard social welfare against future possible shocks.","PeriodicalId":283536,"journal":{"name":"Proceedings of the Universitas Lampung International Conference on Social Sciences (ULICoSS 2021)","volume":"52 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125482531","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

One of the forms of protection is protection for the suspect, accordingly, the pretrial institution is regulated on criminal procedure law. However, in its development, although the authority of the pretrial institution has been expanded with the existence of a Constitutional Court judgment, there are still many weaknesses of the pretrial institution, because the pretrial institution, which is a horizontal supervisory institution, only do the only administrative examination, not up to substantive examination. Almost all of the protections in the pretrial institution only giving protection to the rights of suspects, while the rights of victims are neglected in pretrial institutions, especially the rights of victims to obtain certainty and justice in legal proceedings about complaints and statements from the victims. To overcome the fundamental weaknesses of the pretrial institution, a discourse has emerged to implement the Commissioner Judge in the criminal justice system in Indonesia, namely in the Draft of Criminal Procedure Code, which before the ratification of Criminal Procedure Code (KUHAP) had been brought up, but in the end, what was implemented was a pretrial institution. To expand China’s foreign policy’s interpretation, we present an alternative approach with a neoclassical realist analytical framework to supplement the maritime security perspective. By accommodating domestic political changes, we explain the causal process that leads to China’s maritime ambiguity and illustrates how it shaped the theater of conflict in ESCS. Understanding the disputes from the framework of unit-level factors such as state—especially in China’s local political dynamics—can bring a novel dimension to the discussion. We argue China’s military reform to build a “true maritime power” ( 海 洋 强 國 ) through the utilisation of the grey zone strategy via the China Coast Guard (CCG) plays a significant role in intervening against international politics’ dynamic to deter the possibility of high-intensity conflict. Thus, the maritime security of rival country is more focused on how to deal with (1) non-traditional challenges in the sea such as piracy and (2) intergovernmental confidence building through the means of white hull diplomacy—while countering China’s ambition on claiming the rights and interests in ESCS ‘under the threshold of war.’","PeriodicalId":283536,"journal":{"name":"Proceedings of the Universitas Lampung International Conference on Social Sciences (ULICoSS 2021)","volume":"19 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127838926","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
