Yet celebrations of this historic achievement stood in sharp contrast to the year's alarming trends in the deterioration of democracy and the rule of law. Reviewing the events of 2021, this article uncovers two key patterns in Guatemalan politics, both evidence of democratic decline: 1) open assaults on judicial independence and breaches of the constitutional order, and 2) an escalation in the criminalization of government critics, particularly those on the frontlines of the anti-corruption struggle. It also takes stock of the most pernicious consequences of these patterns, including the abysmal Covid-19 response and the new opportunities for corruption amid resurgent impunity. Combined, these dynamics have also increased tensions within US-Guatemala relations as the Biden White House increasingly perceived the Guatemalan government as an unreliable partner in tackling the root causes of migration. In a context of economic crisis and citizen exhaustion with the COVID-19 pandemic and the government's response to it, the Alberto Fernandez Peronist administration lost the mid-term legislative elections. Fernandez began 2021 with his popularity in decline and a deteriorated economic and political situation. This further limited his ability to respond to the accumulation of social demands. Moreover, coordination problems within the governing coalition got worse during 2021 and had a negative impact on the government's performance. While the opposition coalition also experienced internal tensions, it was able to take advantage of the government's coordination problems in the midterm elections. This article examines efforts to confront and cope with the pandemic in a specific case, that of Colombia. It identifies a crisis of governability in the country that has been exacerbated by the pandemic, but which preceded COVID-19 and is likely to outlast it as well. We describe the context in which the pandemic unfolded and the government's response, which has laid bare the fragility of Colombia's socioeconomic and political achievements, evidencing deeper structural problems. The country is subject to a high level of informality in the economy's, a lack of social safety nets for more than half of the population, and the ongoing presence of violence and illegal groups. With the pandemic added to this backdrop, social tensions rose, and blame games and confrontations between national and subnational governments became part of the daily news. Policy measures were undertaken to reduce the number of infections, including extensive lockdowns;while assessments of their effectiveness in meeting their stated objectives vary, there has undeniably been significant regression on economic and social indicators. In this article, we outline the Ecuadorian economic, social, and political context from February 2020 to February 2021. Then, we explore the core measures and overall impacts of the COVID-19 on Ecuadorian politics. We also present the main institutional and policy changes, bearing in mind that 2020 was the last year of Lenin Moreno's presidential term.
