However, the governing party highlights stability as one of its main achievements as it looks toward the next general elections of 2019. A critical aspect of Bolivian democracy, underscored yet again during 2018, was in- stitutional crisis. The health and socioeconomic consequences of Covid-19 were devastating, severely impacting levels of equality and inclusiveness in the country. In terms of public contestation, hyper-presidentialism and the attempts of the governing party (Morena) to become dominant have eroded checks and balances and limited political plurality in the political system. Morena is building on the bases of the former hegemonic -the PRI- and the PRD, although it faces the hurdle of weak institutionalization - albeit within a party system that is also weak. Overall, the sum of these elements suggests a process of de-democratization in the country. Faguet","doi":"10.4067/s0718-090x2022005000116","DOIUrl":"https://doi.org/10.4067/s0718-090x2022005000116","url":null,"abstract":"We analyze recent developments in Bolivia’s politics through the lens of political cleavage theory, in particular cleavage displacement. Bolivia’s current party system is characterized by a stable and dominant MAS at one end of the spectrum, and at the other a fractious, unstable collection of parties, movements, and other vehicles that have failed to articulate a coherent set of political ideas. It emerged when the previous party system collapsed in 2003-05, shifting politics from a conventional left-right axis of competition unsuited to Bolivian society, to an ethnic/rural vs. cosmopolitan/urban axis closely aligned with its major social cleavage. But society did not freeze in 2005. We analyze the deep roots of Bolivia’s current politics, and explore emerging or changing generational, ethnic, urban-rural, regional, class, and religious divides. Understanding how cleavages interact to determine political outcomes allows us to make sense of the deep tensions and sources of instability that both Bolivia, and the MAS internally, currently face, and to shine a light on major coming challenges. To what extent do Central American elites constrain tax policies implemented during COVID-19? Using novel data sets of cabinet trajectories and tax policies imple-mented in Central America, this article offers an in-depth empirical comparative analysis of the elites' trajectories and resources, state capacities, and policy implementation. Our findings show first, that when state capacities are weak, and elites' capacities for influence are strong, the policy response is regressive. Second, when there are weak state capacities and inter-elite conflicts, the policy responses are used as a control mechanism. And third, where state capacities are strong, but elites are cohesive, policy responses tend to favor the fiscal status quo.
