This paper investigates the feasibility of a Space-[Ilme based Dynamic Traffic Management System that can evolve within itself te manage the growing truffic and aids to navigation, using Virtual and Synthetic AtoN AIS system technology. The authors build an AIS Marine IRratific Database for Ftbkye Bay (May 16th October 7th 2007), using actual dynamic data provided by ships, and static data provided by a commercially built database, Afier simulating purt ef the data (16-31 May 2007) in Uraga Suido Tracac Route, two Time Gates (04hOe-08hOO, 17hOO-24hOe) and a Dynamic Zone (width=2SOm) are determined. The preposed Dynamic Traffic Management System reduced the marine traEfic density (Mean und Muximum values) by around 21% for both north and south bound lanes. This paper deals with the ship loading problem regarding to the number of cranes to be llsed in a loading process while keeping reasonable ship stability. In order to preserve the ship stability, some heavier containers may be stowed at the bottom of ship holds. When those containers are stacked below others on a yard container block which are wkhdrawn later, it may required a number of rehandles when they are renieved ffom the blocks. The ethcient of Ioading process is evaluated by the minimum number of container rehandles required. [[b solve this problem, a mix integer programming is formulated.
