The overall terminal eenciency highly depends on harmenized operations of complicated and difierent handling tasks being undertaken at the terminal. One of the most important operational issues is the berth allocation schecluling (or berth aliocation problem), becagse an improper berth schedule forces ships to be berthed far from their containers to be handled in a yard. Such an unproductive servjce situation is never able to be overcome by any proper operational efforts fbr other handling tasks, The authors developed heuristics that were implemented using a subgradient optimization technique with a Lagrangian relaxation to the original problem for the dynamic berth allocation problem in discrete lecations. The highest priority on container transportation is given to time value te satisfy the requirement of customers under the present situation . Providing higher performance at container handling to container ship is the top priority at container temlinaL But, this priority occasionally causes some problems as to deploy excessive facility fer container handling cargo gear, to suspend container handling to chassis from outside , whlch might infiuence the mamagement for container handling. The purpose of this paper is to evaluate jmprovements by functional design based on analysis of container handling operation . The process data of container handling operation fc}r cargo gears are obtained to develop the datalog system for gantry crane eperation , to construct the container handling data base for transfer crane operation and to study a process data by work sampling for chassis operation . Petri−network model of container handling is constructed to based on the process data. Recently, BRM training, which a full-mission ship-handling simulator is used for, is popularized widely. However, there are not many papers of verifying effectiveness on BRM training quantitatively. When it is compared with the training of ship-handling skill, there is difficulty in the verification of effect on BRM training. On the other hand, the verification of effect on BRM training is being required by the shipping management companies which asked for their crew's training. In this study, simulator experiments were carried out in order to verify effectiveness of BRM training quantitatively. The graduates of Japan Coast Guard Academy participated in the experiment as the trainee of BRM training, which a full-mission ship-handling simulator is used for.
