Existing operations systems (OpSs) are generally designed for specific networks or network elements, and, thus are not generic enough to suit the operations functions for services and customers. Since various network elements are related to IN services, it has been necessary for many OpSs to cooperate with each other to manage the services. We are developing an advanced intelligent network (IN) that can quickly and economically meet customer demands, and efficiently support IN services such as personal communication services. In particular, we are emphasizing service management and operations. For NTT's advanced IN, we are developing a service operations system called the IN Surveillance and Testing system (INSUT). This system is designed to make up for the lack of operation functions in existing OpSs, and thereby provide sufficient operations services for customers. In Japan, the Personal Handy Phone System (PHS) service, which offers a cheaper personal communication service, started in July 1995. Moreover, FPLMTS is being considered as the next generation architecture. As these mobile services become widely used, it will be necessary for a user belonging to one network to be served independently of his location. Therefore, it is important to achieve roaming from one network to another. There are two ways to achieve roaming: one is the HLR (home location register)-based procedure and the other is the VLR (visited location register)-based procedure. In the VLR-based procedure, the visited network can use the data copied from a roaming user's home network, i.e., the VLR. The article discusses VLR-based procedures for roaming and shows which procedure should be applied. Moreover, some message flows are proposed that use the X.500 series recommendation. Where the first talks were mostly restricted to pure creation of the service logic itself, the latest speeches tackle more and more the different aspects to be considered when you actually want to implement your new service in a live environment, e.g. integration and service provisioning aspects. The article looks at the entire life cycle of an intelligent network (IN) service from the idea of a new service via the verification and realisation of this service idea until final operation of the service in a commercial IN system i.e. in a 'live' network. The article reflects Siemens' and Siemens Nixdorf's experience in developing and implementing services for various customers worldwide, tackling the various stages of the service implementation and service operation to be considered. In a time of ongoing deregulation and the merging of computer and telecommunication technologies network operators find themselves confronted with a more and more competitive environment.
