Recently governments have also adopted protectionist measures in low-carbon energy technology sectors. In the solar photovoltaic industry, governments in both Europe and the United States responded to a rise in Chinese module exports through the imposition of tariffs, voluntary export restraints and other measures. The government in Japan, however - another major solar market - has not done so. We hypothesize that the position of firms in global value chains shape their preferences vis-a-vis trade protection. Our findings show the policy positions of the majority of firms align with expectations. In doing so we provide evidence that industry specialization shapes firm demand for trade protection in a major green industry. While pumps were often used in rural areas for irrigation the scarcity or unavailability of electricity posed obvious hindrance in installation and utilization of AC pumps in India. The super star export house decided to launch the solar panel fitted pumps in 2014. The additional cost of solar penal came at about 1.25 lacs per kWh. While the solar pumps saved the fuel cost and had potential to improve crop yield, it required high upfront investment and effective sunlight. With an average energy consumption of pumps at 6-7 kWh in rural areas for irrigation the capital cost of solar penal remained a major hurdle in penetration of such pumps. The cost of electrifying the rural areas- extending grid connection to farmer was high, but with benefits of savings of coal in generation of electricity the management wondered if they could convince government about the larger benefits and seek some support and subsidy. With intense competition in potentially lucrative market Shakti need to articulate an effective strategy to make the product successful. These partnerships, include those that can leverage a wide range of entrepreneurial and industry resources that are needed to promote the development and commercialization of innovative new technologies - partnerships that in turn can lead to accelerated, global utilization of CE, as well as US global leadership for the CE industry. The need for these partnerships is discussed within the context of the growing interest in CE, driven in large part by the anticipated strong, global growth in energy demand, as well as by the need for a spectrum of other long term (e.g. environmental) benefits from CE. The impacts of the rapidly changing investment and the market environment for innovative CE technologies, are also explored. The strong need for multifaceted enabling partnerships and resources are found to go well beyond those corresponding to financing, and includes for example, expertise on markets and market creation, and product development. In addition, deep resource levels are often especially needed in the pursuit of high potential, next generation CE innovative supply technologies that require costly technology development. Such is the case for example, where sophisticated manufacturing approaches are needed to exploit promising, and high performance, material combinations along with novel and complex technology based hardware. Further, access to adequate resources for the needed, high cost, technology development is increasingly less likely to be available from traditional partners such as VCs and their limited partners. Of the key potential partners explored, Strategic Industry Partners (SIPs) are found to be particularly intriguing - they have the most robust range of appropriate resources to potentially benefit from these partnerships while also helping to fill the void in the commercialization food chain for technology development, where VC funding is not available. SIPs also play a broad enabling role for the growth of the entrepreneurial US based, CE industry. Moreover, SIPs also have the required stature and influence to impact global markets as well as to promote global US leadership in CE, while also contributing to the dialogue around public-private partnerships. However, the interdependency between investment that drives technology and investment that drives market capacity has received relatively little attention. Whereas literature suggests that VC investment in technology companies strengthens technology and/or manufacturing efficiency, asset finance investment drives capacity growth and volume in certain technology sectors. We examine interdependencies in investment in technology and capacity by analyzing the relationship between VC investment in solar technology firms and asset finance investment in solar power infrastructure capacity in the US. To this end, we first develop an aggregated indicator of renewable energy policies using principal components analysis and then examine its determinants through panel datatechniques. Our resultsare consistent with the predictions of political-economy models of environmental policies, as brown lobbying, proxied by entry barriers in the energy sector, and citizens' preferenceshave the expected effectson policy. Brown lobbying has a negative effect on the policy indicator, evenwhen accounting for endogeneity in its effects in a dynamic panel specification and using different policy indicators. A key feature of the model is a capacity constrained green backstop resource, which implies the simultaneous use of the expensive backstop resource and the cheaper exhaustible resources, over some interval of time. Two dirty exhaustible resources are considered, reflecting cost structure and carbon content heterogeneities of energy sources. The policies under consideration are taxation of the dirty resources and the promotion of the green resource via subsidies or capacity-increasing measures. Co-pyrolysis experiments were conducted using a thermogravimetric analyzer and Fourier-transform infrared spectroscopy. Compared with WS and PS alone, W3P7 (WS:PS=3:7) increased the comprehensive pyrolysis index by 15.0–27.8 %, 20.8–96.1 %, and 17.9–88.0 % at heating rates of 10, 20, and 30 K/min, respectively. In the pyrolysis of the five samples, the reaction mechanism during the rapid mass loss period was most likely random nucleation and subsequent growth. Combined with the results of the thermodynamic and kinetic analyses, W3P7 had the best pyrolysis performance.
