While significant health and socio-economic challenges will still continue to be posed in the coming years (Iftekhar et al., 2021), the transition towards the post-pandemic city is approaching, combined with other agendas, including economic recovery, energy security, inclusion and decarbonisation. Undoubtedly, we will have to learn to live with coronavirus as it becomes endemic within the population and possibly new pandemic episodes (Iftekhar et al., 2021;Mackensie, 2020). As such, the COVID-19 pandemic has constituted a planning inflection point (Dockerill et al., 2021) during which existing approaches to urban development have been, and will continue to be, questioned as local and national governments, employers and city residents continue to adapt. Such approaches have differed from one country and one place to another, highlighting severe discrepancies in approaches towards virus prevention and containment along with individual behaviours, all of which are highly path-dependent on existing cultures (e.g. car use and consumer behavior), urban structures and planning systems. Whereas reduction of values (e.g. regulatory takings) are compensated fully, value increments remain to the landowners most often. Scholars and politicians have claimed to introduce an instrument to capture this added value to counterbalance this imbalance. Switzerland is one of the few countries that has actually introduced such an instrument in planning law. National legislators state that planning advantages are to be compensated at a rate of at least 20 per cent of planning-related advantages (Article 5 SPA). However, municipalities are granted discretion to shape the instrument, e.g. by defining a capture rate of 50 per cent. The present study aims to understand which contextual factors most influence municipalities to use the discretion granted. Based on a qualitative comparative analysis (QCA) of a representative set of thirty-three municipalities within the Canton of Bern, we examined five contextual factors (political, socio-economic, land managerial, administrative and financial) and their influence on the actual implementation of added-value capture. In 2015, amid the collapse of this urban, cultural and socially segregating and elitist model, new local governments emerged that proposed a radical U-turn in terms of cultural and urban policy. However, in València, external factors (such as the conditioning resulting from long years of elitist and clientelist cultural policies) and internal factors (such as internal political competition between parties) have generated the ‘Concha Piquer effect’: the paralysis of democratising cultural planning and the permanence of an elitist instrumentalisation of culture. These two forces raise questions about the role of new housing construction in the growth of segregation. This article explores the sorting of both socio-economic and ethnic groups into three housing types: older, newer and renovated apartment buildings. We employ data from Tallinn, the capital city of Estonia, where new housing construction has been extensive during the past ten years. We link census data with building-level data for publicly subsidised and privately funded housing renovations, and we calculate segregation indices by housing type and construct a multinomial regression model. Results suggest that publicly subsidised housing renovation contributes to continued mixing of socio-economic (occupational) groups, while new housing construction and especially private renovation increase segregation between ethnic and occupational groups. Recently, the socioeconomic aspects and concepts of vulnerability and resilience have received growing attention with regard to climate-change adaptation. This article introduces the TPR special issue on climate resilience and environmental justice. In so doing, it discusses the relationship between climate change and socio-spatial inequalities, and their significance for climate-resilient urban and regional development.
