The task of restoring telecommunications service presented huge challenges in the deployment of staff equipment and materials. Experience was gained about both systems and procedures and, in particular, the importance of remote alarm, interrogation, and control facilities. When commercial AC power is operating normally, the load is supplied by commercial AC power and the bidirectional cycloconverter operates as a battery charger. During interruptions of commercial AC power, the bidirectional cycloconverter operates as an inverter and supplies AC power to the load. Unlike conventional UPS, this new configuration does not require a battery charger, so it can be small, light-weight, cost-effective, and highly efficient. Providing power and backup power for these electronics (referred to as the network termination 1 (NT1)) offers challenges to designers. One problem is that reliability and backup powering are not currently addressed in a uniform manner in the US. For locally provided power, the authors propose baseline criteria for reliability and backup powering. One generic topology comprising a power supply, a battery charger, and secondary batteries is presented. The new converter topologies completely eliminate switching losses while retaining the low conduction losses typical of PWM circuits. The switches are operated for differing lengths of time, i.e., with unbalanced or asymmetrical duty cycles (for example, one switch at 40% and the other at 60%). The deadtime between switch conduction intervals is made long enough to insure that the switch voltages have commutated naturally from rail to rail, but not so long that the switch voltages have begun their return trip along their oscillatory path between the input rails. Thus, the best features of resonant (zero switching loss) and PWM (low conduction loss) circuits are combined.
