It details the things which must be negotiated with any purchasing department including criteria for bid evaluations and contract awards. The article notes problems which may arise in the bid process and sets out ways to deal with these. The need for contract monitoring is described, as is the need to amend contracts from time to time. Publishing and distribution has seen more change in the art ten oars than in the previous one hundred. Librarians must look to book suppliers' areas of strength and match these to specific library needs. Librarians need lo recognize that while the price of a title may be relatively constant, the value of the book to patrons may be time dependent. Librarians must work with suppliers to assure superior service levels to the library while generating sustaining profitability for the supplier. The policies and procedures developed over the last five years by the Chicago Public Library are presented as one library's solution to these problems. Turning these frustrations into successes with the help of public service librarians and vendors is one aspect of the solution. Two different ordering methods: title-by-title purchase orders and profile orders arc also discussed: while the advantages and disadvantages of each method are analyzed. Also mentioned is the Lilmry of Congress 0verseas Operations Division and how the Chicago Public Library uses this organization lo expand its holdings of difficult-to-obtain foreign languages. The transition of one academic library's preorder reporting from a wholly manual card counting system, through spreadsheet reporting, to an offline preorder inventory printout capability is outlined. The experience with original \"change request\" specification and subsequent alpha site testing of the Geac Acquisitions System Active Request Report is described. Routine use of this report at Lehigh Libraries described, including serials collection development use. The literature on approval plans follows several major themes: prolong the merits of approval plans; how to choose the right vendor; and vendor performance studies. Less frequent topics include specialty approval plans; surveys of approval plan use; and bibliographies of approval plan literature. The majority of articles [real the approval plan as a one-dimensional topic, i.e., as if all libraries have only one approval plan and vendor when in actuality many libraries' total approval program involves the use of several vendors. This article reviews the literature with respect to the maintenance of multiple approval plans. The inadequacy of previous forecasting models and allocation formula used at Laurentian are detailed. The importance of using different techniques for forecasting and allocating in times of decreasing or static collection budgets are emphasized. The implications and impact of outside government or agency funding on library budget allocations and planning decisions are examined.
