An LTS can increase the risks to the privacy and security of individuals. Previous studies have failed to distinguish between losses and violations of privacy when the locations of individuals are recorded by an LTS. We argue that individual privacy is threatened not by the collection of public location information but by the centralization of aggregated information, and by the combination of location information with other personal information. In a genuine “learning organization” (Peter Senge) and society, the progressive narrowing of “Ingenuity Gaps” (Thomas Homer-Dixon) is likely assured with prevention of a Tragedy of the Commons (Garrett Hardin). What retards and prevents learning for innovations? Paradoxically, one primary obstacle relates to the most successful and entrenched applied solutions that can permeate societies. One strategy for helping ameliorate this chasm is the delivery of “Green-based” higher education. The inefficient use of fossil fuel energy in commuting to and from campus, coupled with the high-energy content associated with production and delivery of print books, suggests an expanded role for distance learning. More specifically, rising gas prices throughout most of 2008 has generated increased interest in using the Internet to support higher education. One specific strategy called blended learning combines the best features of the traditional classroom with the power of the Internet. Providing enhanced blended learning opportunities throughout higher education can contribute to the goal of achieving sustainable growth in a globalized economy. Within the technological possibilities of nuclear power production, I shall formulate two prima facie duties for safeguarding the interests of future generations: 1) to ensure that they have access to at least the same resources as we have and 2) to ensure that the burdens imposed upon them remain minimal. The fulfilling of these duties necessitates the application of certain technologies, all of which gives rise to intergenerational burdens and benefits that could potentially be conflicting. These collective projects have gained widespread popularity as they serve as digital highways for community members to join the information society. This paper explores the role of CWNs in achieving digital inclusion. In particular, we used a survey-based instrument to measure the size and the capacity of a number of networks. We also explored other related variables such as service pricing, funding instruments and the life duration of the investigated CWNs to distinguish them from similar networks. This study provides useful theoretical accounts and analytical insights that we believe that can guide future studies and advance CWNs as a form of common projects. Michael","doi":"10.1109/ISTAS.2009.5155900","DOIUrl":"https://doi.org/10.1109/ISTAS.2009.5155900","url":null,"abstract":"The ability to microchip people for unique positive identification, and for tracking and monitoring applications is becoming increasingly scrutinized by the legal profession, civil libertarians, politicians in positions of power, human rights advocates, and last but not least, citizens across jurisdictions. The United States is among the few nations internationally, that have moved to enact state-level legislation, regarding the microchipping of people in a variety of contexts. This paper provides an overview of nine state laws/bills in the United States of America that have either enacted anti-chipping legislation or have recently proposed bills regarding the enforced chipping of persons. The aim of the paper is to highlight excerpts of legislation, to identify relevant stakeholders the legislation is directed toward and to briefly describe how it may affect their chipping practices.
