However, many ship owners are still not able to comply with the regulation due to the presence of several challenges. Hence, this study evaluates the challenges hindering the Ballast Water Management System (BWMS) compliance of shipping operators in Nigeria from installation of BWTSs. Based on the expert interview and industry review, technical challenges (TCs), environmental challenges (ENCs), economic challenges (ECCs), and other challenges (OCs) were identified as the major challenges responsible for the non-compliance among the Nigerian shipping companies. The Analytical Hierarchy Process was used for evaluating and ranking the various challenges, and the results obtained indicate that OCs, which include external and internal influences on ship operators, ship type, age, and trading route, obtained the highest rank (0.3666), followed by ECCs (0.3648) and TCs obtaining the third rank (0.1456). ENCs were regarded as the least concern (0.1223) for shipping operators in the region in their decision to comply with the BWMS by installing BWTS onboard their ship. This study will help decision-makers in prioritizing the management measure and taking policy decision that can promote the compliance among shipping companies in the region.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"17 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-07-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116989600","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Comparing international regulations on the safety of merchant vessels and fishing vessels, fishing vessels did not have a relatively strong safety regulations compared to merchant vessels. However, the importance of fishing vessel safety is being emphasized internationally for various reasons, such as the increase in IUU fishing activities. The Cape Town Agreement of 2012 is a representative international convention on the safety of fishing vessels. Although it has not yet met the requirements for entry into force, but several member states, including the IMO Secretariat, continue to encourage the entry into force of the Agreement. For reference, the Republic of Korea is also preparing various fishery policies with the goal of ratifying the agreement in 2023. This paper briefly introduces international trends related to the ratification of the Cape Town Agreement. In addition, by reviewing the current status of preparations of the Republic of Korea for ratification of the agreement in general, essential preparation measures for smooth ratification and implementation of the Cape Town Agreement have been identified.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"62 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-07-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116486629","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The principle aim of this paper is to quantify the exposure limits to which crew working onboard can get subjected to in a confined space onboard a vessel. It was achieved by simulating gas leaks at different locations inside an engine room of a hypothetical ammonia fuelled carrier similar to a 114,000 GWT LNG tanker using CFD. The transient nature of dispersion is analysed and compared for various scenarios. The results are promising and prove that ammonia does have a high risk due to its toxicity but a low risk in terms of flammability. Research findings also demonstrate that the gas dispersion depends on numerous factors such as position, area of leak, direction of leak, pressure and temperature of ammonia gas, obstruction due to placement of machinery and decks, ventilation, and the temperature gradient of surrounding material. The novelty of the paper lies in the problem it addresses and will contribute to the industry in a better understanding of the risk involved in operating an ammonia-fuelled vessel.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"46 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-07-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126606231","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This paper will examine whether ammonia constitutes a greater fire hazard than conventional fuel types in the event of an engine room fire. It is to showcase how a realistic engine room fire outbreak can be modelled for a case vessel of 50,000 dead weight tonnage bulk carrier. Four simulation scenarios are then modelled, and their outputs are analysed and discussed. From the simulations process, it was evident that an ammonia fire does not present a greater danger than a diesel or natural gas fire. Ammonia’s fire behaviour was better than the conventional fuel fires with relation to soot formation and potential machinery damage. An ammonia fire provides a better evacuation window; it has more even temperature distribution through the engine space and the developed flame temperatures were lower. The main conclusion of this project is that due to ammonia flammability limits and thermal properties, a dispersion would take time and thus reduce the likelihood of an ammonia fire occurring and is manageable.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"34 2","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-01-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114127895","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The design of the overall navigation system is described along with its application for the case study of an autonomous vessel. The UNITY and Robot Operating System were utilised as the virtual environment and the main control framework, respectively. By treating the autonomous vessel as a single robot, each part of the system was formulated to enhance the efficiency and visualisation in the development progresses for autonomous system. The virtual environment using UNITY overwhelms the space-time constraints in the testing stage. The navigation system combined with conventional navigation algorithms and a computer vision algorithm were implemented in the Robot Operating System. Hence, the navigation system was enhanced by an assistant object detection algorithm to be more active on fusing environment information. The excellence of the proposed object detection model was demonstrated with reliable performance with 94% mean Average Precision, which renders the model exhibiting visual sensibility in navigation. Overall, it is believed that this study can contribute to offering some insights into developing autonomous marine vessels.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"41 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-01-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116260694","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Recently built ships are being applied with eco-friendly ship propulsion systems that can replace the existing propulsion systems. The number of ships to which an electric propulsion system, which is a kind of eco-friendly ship propulsion system, is applied is increasing. In addition, an electric propulsion system is attracting attention as a propulsion system suitable for autonomously operated ships to which the digital twin system is applied. Electric propulsion ships have many differences from ships to which the existing propulsion system is applied in terms of equipment and systems mounted thereon. Overseas, job training is being conducted for seamen who onboard electric powered ships for the safe operation of ships, but there is no systematic training course for electric powered ships in Korea. In this paper, we analyze in detail the current educational cases related to electric powered ships in various countries, and propose a curriculum and contents for the mandatory dutied of electric powered ships that can be applied in Korea based on the standard education curriculum of the International Maritime Organization.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"44 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-01-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122738293","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The flow of trade and the size of containerships have been growing exponentially in the last two decades, and as a result, the exchange of containers has increased dramatically. In consequence, adapting container terminal designs is required in order to confront these new challenges more efficiently and with improved sustainability. This paper studies the effect of changing the layout of seaport terminals by taking into consideration both costs and emissions. A new design of a container terminal located in the Port of Montreal is proposed and compared with the current layout. A discrete event-based simulation approach is adopted to investigate the impact of terminal layout on economic and environmental performance. This study aims to improve the performance and handling capacity of a terminal by recommending a new layout. Computational experiments were conducted to evaluate and compare the performance of both layouts using data collected from the Port of Montreal. The results indicate that terminal layout design has a significant impact on terminal performance and emission under the configuration of different transportation modes.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"27 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124968754","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Though IMO gave the basic guidelines and timelines in 2016, to date, there is no concrete method or technology that can help the maritime industry achieve the desired decarbonisation even though numerous technology, operational, and incentive methods have been experimented with. Since the next Industrial Revolution is evolving around the digital technology and the ships have already moved towards digitalisation due to safety and economic concern, it is considered that digitalisation can help decarbonisation of the shipping industry. Effective regulation of these emissions depends on technologies, policies and administrative processes that monitor, report, verify and enforce compliance with the regulations (MRV&E systems). The article addresses the following questions: What are the provisions for MRV&E? What are the strengths and weaknesses of the systems? What can be done to make MRV&E systems more effective? The article concludes that current MRV&E policies are defective in some respects, especially concerning enforcement. Nevertheless, there are elements of current MRV&E systems that can provide building blocks for more effective regulatory systems. The conclusions are basedon a data set developed from annual reports of Port State Control (PSC) authorities for the three years 2017–2019. The results of more than 80,000 inspections each year in all regions of the world were reported, and the inspections were done on ships of all flag countries. There was also a one-time, Concentrated Inspection Campaign (CIC) in 2018 that focused on compliance with emissions and fuel efficiency regulations. The CIC involved 12,703 inspections in ports of 63 countries, which used a standardized list of inspection questions.","PeriodicalId":261809,"journal":{"name":"Journal of International Maritime Safety, Environmental Affairs, and Shipping","volume":"13 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"117285187","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
