Abstract Russia and South Africa are important regional powers and members of BRICS and G-20. Collaboration between the two countries contributes to the creation of the multipolar world order and strengthens Russia’s position in global governance. However, Russia’s trade partnership with South Africa is far below its potential. South Africa accounted for only 0.07% of Russia's total exports in 2016. The paper provides a brief overview of Russia and South Africa’s trade from 2001 to 2016. Using bilateral trade data for commodity groups at the level of two digits of the Harmonized Commodity Description and Coding System, this study examines the main patterns of comparative advantage in Russia's trade with South Africa in the early 21st century. Comparative analysis of Russia’s export specialization with the main partners in terms of trade turnover indicates, that Russia has more diverse comparative advantages in trade with South Africa (17 product groups), than with European partners, such as Germany (9 product groups) and Netherlands (8 groups). The study’s results suggest that an increase in trade flows is considered as one of the most important areas of Russian export diversification and strengthening cooperation between Russia and South Africa.","PeriodicalId":260928,"journal":{"name":"Proceedings of the Third International Economic Symposium (IES 2018)","volume":"33 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133932626","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The purpose of the study is to identify trends and approaches to the standards of non-financial reporting (NFR) for both Western and domestic enterprises. The research objectives are as follows: identification of the specificity of CSR terminology; determining the differences between the NFR of various types; assessment of the quality of reports and how to improve it; specificity of NFR in Russia. The theoretical basis of the study is the concepts of CSR, sustainable development and human capital. The SCImago Journal &CountryRank2014-2016 and the Russian National Register of NFR, analytical reviews of corporate NFRwere used.NFRs of Western and Russian enterprises as objects of analysis, its quantitative and qualitative characteristics as the subject of research were selected. The methods of quantitative and qualitative analysis of NFR of companies was used. The analysis of NFR carried out by the authors demonstrates the need to improve the methods and systems of reporting by both Western and Russian companies. The largest Russian companies are trying to follow the global trend and integrate NFR into corporate governance.","PeriodicalId":260928,"journal":{"name":"Proceedings of the Third International Economic Symposium (IES 2018)","volume":"177 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133950503","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The purpose of this study is to identify the contradiction between the micro and macro levels in an economy using migrants’ labor, whose qualification is lower than the local employees’. It is emphasized that the benefits, obtained by the business in the process of hiring a cheaper labor force, make it possible to reduce the production costs due to lower wages of these workers and to increase the competitiveness of the production. At the same time, this leads to the employer’s disinterest in the introduction of new technologies, thus hindering the growth of labor productivity at Russian enterprises. At the macroeconomic level, this is reflected in the rate of economic growth, its compliance with modern requirements of high-tech production. These contradictions lead to the effect of a \"migration trap\" in which the national economy is entering. To identify the economic benefits of using migrant labor at the macroeconomic level, the study provides statistically valid calculation of the share of the GDP produced by the migrants in the Russian economy, revenues and expenses of the state budget to address the problems conjugated with using of foreign labor. The findings suggest lack of effective use of migrant labor in the Russian economy. Having carried out all the calculations the authors faced with limited statistical accounting of some indicators alongside with the need of an expert estimating, that introduces variability in the calculations being made.","PeriodicalId":260928,"journal":{"name":"Proceedings of the Third International Economic Symposium (IES 2018)","volume":"40 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132689367","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Bilateral relations have become even stronger because of Russia's “Pivot to the East” policy. China continues to provide ample opportunities for foreign investors in its market, gradually liberalizing the investment regime. Since foreign direct investment (FDI) follows trade flows, it is reasonable to assume the expansion of Russian FDI in China. In fact, we observe a reverse trend, as Russian FDI is very small and declining since the global crisis. The article reveals the motivation of Russian companies investing in China and their market entry modes. Particular attention is paid to main obstacles and key success factors of Russian companies in China.","PeriodicalId":260928,"journal":{"name":"Proceedings of the Third International Economic Symposium (IES 2018)","volume":"44 17 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130773850","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The authors prove the necessity to implement this method into the practice of government agencies and their officials’ activities managing. In Russia, this method is used in stuff management, i.e. at enterprises, but not in government. There is no practice of public obligations of agencies’ heads for their annual work. The term “performance management” is not used in Russian science, it is replaced by \"management by results,\" which has absolutely other meaning. It seems that the Russian state leaders see a low level of quality management in the country. There were calls for improved planning and separate measures have been proposed at least in the presidential decrees. The authors of the article reveal some improvements, but consider them absolutely inadequate. For the argumentation of this conclusion, the accounts of the Ministry of Economic Development the profile structure in the Government responsible for carrying out economic and administrative reforms considered. We assume that there are two factors determine this occupational choice: expected earnings and personal values. Our theoretical results show that in order to choose a job that fits talents of a person there are two extremal conditions have to be satisfied. (1) If expected earnings are equal, a person with entrepreneurial talent will always choose entrepreneurship; (2) if a person is interested only in an interesting job regardless of the monetary side of the decision, he will always choose an entrepreneurship. That is, the differences between the expected earnings at two occupations will guarantee the 'right' occupational choices only if personal values are more altruistic than greedy. We show that Russian entrepreneurs are more greedy than altruistic. Hence, they have more chances to get an occupation that does not fit their talent.","PeriodicalId":260928,"journal":{"name":"Proceedings of the Third International Economic Symposium (IES 2018)","volume":"209 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121844585","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It reveals a contradictory nature in strategic development goals of two sectors of the economy: the real and the financial one. Current money-and-credit policy of the Central Bank of the Russian Federation (CBRF) hardly takes into account the needs of internal market, it is accompanied by monetary contraction and by declining real disposable income. High interest rates restrain the potential of loans for upgrading production facilities and implementing structural changes in the economy. Since 2015, budget policy has mainly sought to adapt to structurally changing environments. Significant spread of shadow economy and offshore business do not allow increasing budget incomes of different levels and, thereby, providing necessary funding to support crucial aspects for economic development. On the basis of developed economies’ experience in achieving macroeconomic stability during crises, the article proposes credit and budget financing mechanisms aimed at developing current economy. Among these, monetary-industrial policy is considered an important mechanism for balanced growth of incomes and expenditures of budgets of different levels that makes it possible to efficiently support the development of the national economy.","PeriodicalId":260928,"journal":{"name":"Proceedings of the Third International Economic Symposium (IES 2018)","volume":"14 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114357019","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this paper, we explore the opportunities of the Monte Carlo simulation technique combined with the polynomial residuals model for a medium-term forecasting the index of the real effective exchange rate for the ruble. The idea of the proposed approach is based on the successive (variable) differences method, designed for smoothing time series characterized by trend component and irregular component. The approach is illustrated numerically with the simulation-based forecast for the ruble real effective exchange rate, the values of the index in September-December 2017 being used to assess the forecast quality. The parameters in the corresponding polynomial residues models were calculated using the Nelder– Mead algorithm. The results of simulations at different \"estimate depth\" values and MAPE and RSME values indicate that the proposed approach allows constructing a relatively accurate medium-term forecast for the ruble effective exchange rate.","PeriodicalId":260928,"journal":{"name":"Proceedings of the Third International Economic Symposium (IES 2018)","volume":"29 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114337451","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
