Various authors state that sprawl characterizes the urban development of both capitalist and former socialist cities. The cities of Central and Eastern Europe, however, remained compact during the entire period of socialism, and did not begin dispersed development until the 90’s. The goal of this paper is to examine the spatial-functional characteristics of the capitalist sprawl model and determine similarities and differences to the post-socialist suburban development patterns. A typical sprawling settlement of the capitalist city is presented in this paper: Platte Ridge neighborhood in the metropolitan area of Kansas City, Missouri, USA. Then two suburban segments of the City of Nis, Serbia from the post-socialist period are analyzed, which represent typical cases of the residential and retail decentralization: Podvinik/Vinik residential zone beyond the urban boundary, and a retail center at the periphery of the city in Duvaniste neighborhood. The reasons for that are numerous – from the need to better adapt the general concepts to the local needs and potentials, to the higher chances for implementation and inclusion of a wider circle of stakeholders. At the same time, the role of public services as and integrating part of urban functions and domains is increasing, as they have a significant role in achieving social integration in the context of urban and territorial development. In the local strategic plans in Serbia – spatial plans of municipalities – sustainable social development and planning of spatial development of public services represents a significant aspect of planning instruments related to the quality of life, prevention of depopulation, support to the development of the local economy and other. However, the concepts, developmental measures and solutions defined by the spatial and urban plans and strategic documents are often now sufficiently adapted to the appropriate spatial level. In spite of the buildings becoming very decrepit and prone to dilapidation due to their structural characteristics, in terms of their function and construction technique, they represent an evidence of the living standard of a social class and the social relationships of the historical age they belong to. With the aid of an analysis of historical data, the part 1 of this paper presented the results of the research of the origins and development of the Selamluk in Vranje and its surrounding area with an attempt to determine architectonic genesis from the original structure, through the destruction phases and reconstruction to the present day status. In addition to the information published in the relevant literature, the data were collected by analyzing old plans, photographs and documents archived in various cultural institutions. Current transformations create ever more tensions between the need for preservation of historic urban areas, being the identification parameters of culture and the need for modernisation and inclusion into flow of contemporary city life. This paper aims to provide insight into intricate action that will allow both, preservation and development to work together to create better living conditions. All complexities and dualities encountered though the processes of urban transformation are tools for generating guidelines and procedures concerning the interventions within a historic urban area. Systematic research and analyses of the past, of the changes that occurred in previous times, as well as their adequate evaluation is the essence of decision making in urban transformations, which is further supported by the Case study presented. In order to be successful, transformative processes must be in agreement with not only the physical manifestation of heritage, but also with the underlying processes and circumstances that created the place in all of its peculiarities and uniqueness. However, specific character of this architecture, its broad, consistent and coherent approach has seldom been assessed. This research pinpoints broadest conceptual, social and political positions of Natural Building movement – an informal movement. Conditions are determined in which these positions have been formed, together with reasons for which these practices have been ignored in scopes of dominant architectural discourses. Special attention is given to cultural and geographical origins (North America’s northwestern coast and its high arid continental Southwest), to integration of ethical, esthetical and lived experience, and finally to transformations of specialization, authorship and division of labour. Closing parts of the paper also offer examination and illustration of general range of explored phenomena.
