Lawmakers and regulators have been so focused on establishing appropriate rules for vendors and service providers that they have failed to consider the larger consequences that the ensuing network architecture may have for the economy as a whole. Recent development has been categorized by an explosion in new commercial activity. Despite overwhelming coverage in the popular press, relatively little is understood regarding the impact the Internet is having on firms that use this medium to facilitate commerce. Even less is understood about the impact on small enterprises-the largest segment of U.S., Japanese, and Western European businesses. This article reports the results of an exploratory study examining critical issues surrounding the use of the Internet in emerging enterprises. Four retail formats are examined: in-store, catalog, cable TV, and the World Wide Web. One hundred and twenty products were ''shopped'' across the four formats to identify distinctions between them on key product characteristics including price, product description and display, time to locate, and delivery. The study suggests some fundamental differences between the formats in terms of the degree of interactivity, the level of information supplied about the product, the ability to compare products, and the degree of human intermediation. The results show a significant difference in product description, shopping availability, speed of delivery, and time taken to shop between the four formats. Total cost of the product was not significantly different across the four formats. The development of cyber equivalents was also explored. Although many have predicted this U.S. dominance will wane, particularly as a result of competitive threats from Japan, and more recently from low-wage, developing nations, erosion has yet to be significant. The United States benefits from nine factors that sustain its advantage in this industry: skilled labor, favorable capital conditions, sophisticated customers, close association with hardware vendors, a competitive marketplace, geographic concentrations, first-mover advantage, a strong intellectual property regime, and English as the software lingua franca. Industry-specific strengths and weaknesses vis-a-vis Europe, Japan, and other nations are also discussed. A picture of electronic commerce is emerging in which the Internet will become the essential dial-tone for conducting business by the year 2000. This contribution addresses definitional, theoretical and contextual issues including the nature, drivers, enablers, and the magnitude of electronic commerce. The author discusses the role of electronic markets, the effects of information technology on electronic commerce, interactivity, and the evolution of disintermediation to reintermediation. A definition and typology of electronic commerce are offered. Theoretical and conceptual approaches to electronic commerce are advanced in terms of (1) transaction cost theory, (2) marketing, (3) diffusion, (4) information retrieval, and (5) strategic networking. Because the Web presents a fundamentally different environment for marketing activities than traditional media, conventional marketing activities are becoming transformed, as they are often difficult to implement in their present form. In this article, we discuss the idea that these changes portend an evolution in the ''marketing concept'' and argue that in order for marketing efforts to be successful in this new medium, a new business paradigm is required. We treat information as a resource whose value is fundamentally multidimensional in nature. In this article we consider the economic and psychological dimensions of the value of information. It is argued that it is meaningless to model the value of information in isolation away from the context and the specific parties between which this information is exchanged. We therefore focus exclusively on modeling information flows rather than information itself. To achieve this, we propose a formal framework for describing transactions involving information flows. The framework consists of a generalized model for representing information transactions and for defining a set of fundamental properties of multiparty transactions. These properties are fairness, constructiveness, and monopoly. Where applicable, they are defined for individuals, transactions, and a system of transactions. The proposed model reveals the nature of individual transactions and markets, and consequently has important implications for simulation of market scenarios and to help arrive at effective policies for pricing and market regulations.","PeriodicalId":259468,"journal":{"name":"Inf. The concept is particularly evident in the state of New Jersey and its legislatively supported plan, Opportunity New Jersey, to deploy advanced telecommunications technologies to all homes and businesses in just 20 yr. This case study of the decision-making process behind the passage of the New Jersey legislation illustrates how telecommunications companies have worked to couple their desire for less regulation with the desire of state officials for economic development, by promising to upgrade the infrastructure of the public network. With the upgrade promise comes a hoped-for economic development payoff in education, through distance learning, in health care, through telemedicine, and especially in new jobs, by attracting information-intensive businesses, like finance and insurance, to relocate in their service areas. In this article, we explore the potential of the Net, a vast, loosely coupled system of electronic forums, for facilitating and hindering democratic participation. In so doing, we identify five assumptions that undergird the claim that the Net will enhance democratic participation and suggest that increased democratic participation rests on three fundamental characteristics: access, voice, and dialogue. In order for this network of electronic forums to facilitate democratic participation, educational, economic, and cultural barriers to access, voice, and dialogue must be overcome. Based on interviews with academic scientists in four fields, we discuss the impacts of CMC on the organization of scientific work. We find evidence that CMC may be leading to new collaboration patterns, more communication within collaborations, and peripherality effects.
