A bilingual questionnaire was distributed through two channels (e-mail and postal mail). The study measured the organizations' information interchange through the Internet specifically and other media in general. Evidence indicates a distinction between online and offline groups, suggesting that the online groups are more politicized. Some specific findings include growth in a variety of measures, degree of penetration of the Internet in this population, types of information exchanged, differences between online and offline groups and ambiguous results regarding the extent the Internet informed an organization's policy. This population, as a whole is aware of the political utility of the Internet but as yet only a minority are consciously exploiting this capability.","PeriodicalId":259468,"journal":{"name":"Inf. While Asian governments have moved cautiously in bringing changes to the sector, Latin American nations have implemented radical ownership and market transformations. The Indian telecommunications reform falls in between these two general regional trends. The choice of a high component of competition, increased private participation, and no privatization of the national carrier set conditions that will trigger unique socioeconomic effects. This article identifies and highlights the likely implications of the Indian reform on key economic and social issues, such as the cost of services, cross-subsidies, network interconnection, private investments, universal services, employment, and the possible rise of an information-intensive economy. It does so by comparing and contrasting the Indian experience with dominant reform strategies elsewhere in the developing world.","PeriodicalId":259468,"journal":{"name":"Inf. Legislative reforms have been introduced to prohibit tampering with these systems. This article analyzes the methods of protection employed by a sample of UK electronic publishers, and examines their views on technological protection and the increasing prospect of digital piracy. The study finds a divergent range of instruments of protection, and technological protection is not a preferred method. It also finds that the concern with piracy is of secondary importance when compared to the need to improve the 'time of market' of their products. In conclusion, the article concludes that the adoption of technological protection systems is just a business practice.","PeriodicalId":259468,"journal":{"name":"Inf. Contemporary literature abounds with ideologically biased accounts of on-line interaction that hinder the emergence of a coherent analytical framework. Scholarly work on computer-mediated communicative play remains underdeveloped. Through an empirically grounded theoretical orientation, this study aims to identify and illustrate processes and elements central to the emergence of self in on-line chat environments. By use of an e-mail survey, participant observation, content analysis, and open-ended interviews, the social nature of on-line interaction is illustrated and identified as significantly more than the technological sum of the medium. Findings indicate that through on-line chat-interaction a ''cyberself'' emerges, rooted in a unique form of communication that is disembodied, dislocated, anonymous, multiple-simultaneous, and faceless. Each of these elements introduces new possibilities to ...","PeriodicalId":259468,"journal":{"name":"Inf. The hacker accounts in this article are designed to give the reader an understanding of the types of things being said about hackers. In making this argument, this article traces the development of the narrative about the hacker from harmless computer nerd to terrorist.","PeriodicalId":259468,"journal":{"name":"Inf. This article takes issue with assertions in this literature that Internet communication alters cultural processes by changing the basis of social identity and that it provides alternative realities that displace the socially grounded ones of everyday synchronous discourse. A main theme of the postmodern perspective is that Internet technology liberates the individual from the body and allows the separate existence of multiple aspects of self that otherwise would not be expressed and that can remain discrete rather than having to be resolved or integrated as in ordinary social participation. The concepts under review presume a prior definition of self as a psychological unity, when the term is open to many definitions including the one that the self is a product of varying social contexts and is...","PeriodicalId":259468,"journal":{"name":"Inf. The plan, which was prepared for Thailand's National IT Committee by the National Electronics and Computer Technology Center, is striking for its explicit consideration of social as well as economic goals in its specific objectives and implementation proposals. Agenda item 1 of the plan is to ''Invest in an Equitable Information Infrastructure: To Enhance Human Ability and Enhance Life Quality.'' Implementation of the plan is proceeding well, although somewhat more slowly than anticipated, and support for the original goals and objectives remains strong.","PeriodicalId":259468,"journal":{"name":"Inf. New areas of the world and new regions within countries are experiencing growth by entering the information age as manufacturers and users of information technology. However, often growth and decline take place simultaneously within the same region due to the tension that results from participation in global operations and the local socioeconomic context of the region. India presents a major case study of this tension, which we describe through a study of the region of Bangalore. The description reveals that the region faces pervasive forms of asymmetry between those who can participate in the global information economy and those who cannot. We argue that these internal disparities will ultimately affect capitalist development and discuss some issues of relevance to planners and policymakers concerned with the twin processes of globalization and local regional development.","PeriodicalId":259468,"journal":{"name":"Inf.
