This is reflected in the industrial and climate change policy frameworks in South Africa. As a result of these two opposing frameworks and the disruptive and complex nature of the necessary transition to a low-carbon economy, the emergence of a climate change regime is seen as a threat and a risk to industrial development. Without immediate and ambitious action, the dichotomy between industrial development and climate change mitigation is moreover due to amplify. This raises the need to overcome the limited prism of analysis focused on incompatibility. This policy brief aims to contribute to filling the gap by investigating the interplay between industrial and climate change policies, the compatibility of the two frameworks and the options to manage the transition. This policy brief first argues that South Africa’s institutional arrangement and policy vision for industrial development and climate change are mainly mutually beneficial and provide an opportunity for a holistic approach. Second, the necessity for South Africa to position the country on short-term trade-offs associated with the cost of the transition is put forward. While mainstream development research advocates for more private investor involvement in sustainable development to achieve the Sustainable Development Goals (SDG)s in funding infrastructure, health, education and climate change mitigation; the following paper introduces political divestiture as an alternative means to implement sustainable development. While foreign investment can create positive conditions for improving societal development, also politically incorrect usage of funds or regulatory lacunae can do harm in the developing world. Political divestiture is portrayed as an innovative investment allocation to maximize positive development impacts of investment whilst minimizing associated risks of politically insecure markets. In an attempt to balance risk and access to capital, political divestiture is proposed as a means to implement sustainable development by removing funds from politically incorrect regimes in order to be channeled towards socially responsible and sustainable finance solutions. Технологии прозрачности и подотчетности в последние два десятилетия проникли во все сферы социальной жизни и финансовые практики. Управленческие системы, характеризующиеся прозрачностью и подотчетностью, рассматриваются как бесспорно эффективные образцы для подражания и дальнейшего совершенствования. Тем не менее, рост прозрачности ведет и к определенным дисфункциям, которые в отечественной научной литературе обсуждаются крайне редко и бессистемно. Необходимость соблюдения баланса достоинств и дисфункций, характерных для механизмов прозрачности, при создании и оценке эффективности социально-экономических систем определяет тему данной работы.Цели/задачи: Работа посвящена анализу содержания концептов прозрачности и подотчетности в различных социально-экономических дискурсах, а также критическому анализу практик прозрачности и подотчетности в организациях и на рынках.Методология. Основным методом исследования в работе является критический дискурс-анализ. В разделе работы, посвященном анализу терминологии, использованы методы лингвистического анализа.Результаты: В работе обсуждаются понятия прозрачности, счетности, подотчетности по отношению к социально-экономическим практикам, в том числе, к управлению экономическими единицами. Показано, каким образом прозрачность проявляется в дискурсах власти, управления финансами, организации контроля в социально-экономических системах: посредством квантификации, объективизации, стандартизации, процедур контроля и аудита. Систематизированы основные достоинства и дисфункции механизмов прозрачности в обществе. Выводы/значимость. В работе систематизированы подходы к определению концептов прозрачности и подотчетности в разных социально-экономических дискурсах, сгруппированы их достоинства и недостатки. В качестве наиболее серьезных дисфункций механизмов прозрачности обсуждаются подмена реальности «картинкой», оценка акторов по этой «картинке» вместо их реальной результативности, нивелирование профессиональных и этических ценностей, потеря контроля за ситуацией в ситуациях нестабильности. Отмечается важность оценки этих дисфункций и их последствий при дизайне социально-экономических систем.English Abstract: Importance Transparency and accountability got into all spheres of social life and financial practices in the past two decades. Social systems which are characterized as transparent and the accountable are considered as undoubtedly effective models and further improvement. Nevertheless, the progress of transparency conducts some dysfunctions which also require discussion. Objectives The purpose of the article is to analyze transparency and accountability concepts in various discourses and to interpret these terms in Russian. This paper focuses on how incorporating economic reasoning in social policy analysis and discussions could assist in improving design, implementation, and assessment of social programs and schemes. Such incorporation could contribute to better societal outcomes and effectiveness of social policies. The paper provides three inter-related frameworks, for thinking about household welfare, for generating fiscal space, and for diagnosing overall economic growth, or for sector specific constraints, which could be applied to specific contexts of social policy. The failure of the involvement of different voices such as gender, race, ethnicity and class in policy-making may prove the existence of an unequality in political decisions. Regarding gender, there has been a sufficient amount of empirical evidence in the literature that women and men may have different policy preferences. Their common argument is that women are more likely than men give priority to public policies related to their traditional roles as care givers to children in the family. Public spending on family allowances is one of the family-specific social policies that play an important role in helping families for the childcare and the child rising. This paper, therefore, have analyzed the relationship between female political representation in the OECD parliaments and the resource allocation towards public spending on family allowances. Overall findings are driven by the fact that the fraction of female parliamentarians over the thirty years across OECD countries have not been sufficient for a possible gender effect in policy-making on family allowances. In fact, the fraction of female politicians is above a certain threshold (30%) shows a significantly different allocation of public spending on family allowances. Producers can choose to apply for a GI and subsequently go through a bargaining process with the government. We derive the optimal GI area from the point of view of consumers, producers, social welfare, and the government; and we show how bargaining leads to a GI size in between the applicant’s optimum and the government’s optimum. The alternative, entangled framework treats polity and economy as comprising a single system that is only partially decomposable into separate subsystems.
