Pinto","doi":"10.33167/1645-4677.daxiyangguo2023.30/pp.195-218","DOIUrl":"https://doi.org/10.33167/1645-4677.daxiyangguo2023.30/pp.195-218","url":null,"abstract":"The conflict in Yemen, ongoing since 2015, between the Houthi movement and the internationally recognized central government, presents an international dimension, as part of the military campaign carried out by a coalition of Sunni countries led by Saudi Arabia, in support of the President Abd Mansur al-Hadi in fighting houthi forces; and the tactical and military assistance given to the Houthis by Iran. In that way, a proxy war was established by the two major powers of the Middle East region, in the context of a geopolitical rivalry, characterized by a fierce competition for the status of regional hegemonic power. However, Riyadh´s offer of a ceasefire in Yemen, and the diplomatic overtures granted to Saudi Arabia by the new Iranian President, Ebrahim Raisi, have represented a reversal of the status quo. If initially there were not many signs that the Russian-Sino-Pakistani axis could be a reality, mainly due to the Indo-Pakistani conflict and the Indo-Russian historical proximity, the truth is that the Russian-Ukrainian conflict proved, in its initial months, that what unites Russia, China and Pakistan is the fight against US hegemony in Asia and the creation of a multilateral global space where ideologically divided systems, such as NATO, do not influence international relations. Furthermore, in these aspects, the Sino-Russian union is extremely important as it represents a structural change in the international system and in the reconfiguration of the Asian axes of power. In this sense, the present article seeks to explore the dynamics of the possible axis and how it has evolved since the first contacts until the rekindling of the Russian-Ukrainian Conflict. We argue that these relations can evolve into a win-win situation, for both countries, within the leading networks of globalization (economic, financial, commercial, or technological). We conclude that Portugal has a golden opportunity to create vital geoeconomic spaces in the XXI century, namely in the Indo-Pacific region, and reduce its dependence on European markets and financial flows. By applying a deductive qualitative analysis, it was possible to identify that the borders of the Chinese heartland with the northern strategic periphery inhabited by non-Han peoples constituted an element of vulnerability that prompted the various dynasties to prioritize land-based strategic options. In the People’s Republic of China, the strategic environment favored the construction and adoption of sea power, however, continental domestic imperatives still influence Chinese strategic culture and security decisions. The study of the Chinese case enabled this paper to contribute to the understanding of how strategic culture molds strategic decisions by interacting with material and ideational variables.
