The ability of LED to create economic growth and improve the overall of life the community however relies on the national and local environment where the LED strategy takes place. The aim of the paper therefore, is to systematically examine whether existing decentralization governance framework and national policy environment allows for the successful implementation of LED in Ethiopia. A number of documents like 1995 FDRE constitution, the decentralization governance framework, Sustainable Development and Poverty Reduction Program (SDPRP), Plan for Accelerated Sustained Development to End poverty(PASDEP), Growth and Transformational Plan (GTP) (I & II), Urban Policy, National MSEs Strategy, Regional Development framework and their alignment with LED were critically reviewed. The results of the study revealed that the existing decentralization framework, series of national plans and policies has created opportunities for LED implementation despite the country lack concrete LED framework. This research is important to show that there are many innocent American who were affected by the September 11 government policy and regulation such as the USA Patriot Act (Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act). The paper is based on a nationwide survey conducted upon Muslim community in US to attempt to explore the experience, attitudes and demographics of American Muslims. Results show that the education level, race, and citizenship have the most significant impact on the Muslim American perceptions of government policies. Nathanson (2013) interviewed 28 individuals. Her findings were that Bosnian face problems in terms of social and economic integration in Saint Louis. In her study, she used a qualitative approach. She narrated stories about the experiences of Bosnians in Saint Louis. She conducted 16 interviews with former Bosnian refugees, asking them about their experiences in terms of finding new houses, employment, access to credit, and social support. Nathanson‟s study focused on one community, the Bosnian Muslims, in Saint Louis. It is emphasized that essence of forensic prevention lies in the influence of relevant subjects on crime through the use of specialized professional knowledge. Thus, the subject of forensic examination of every kind and type should be attributed to the research on circumstances on the basis of which scientific, organizational and technical measures of preventive nature can and should be developed. The author also analyzes the principles of expert prevention, which we refer to: legality; ensuring the rights, human and citizen freedoms; analysis and generalization of forensic practice. As the part of the American public which is directly affected, they are becoming an important part of the policy making process. The Patriot Act was the direct result of 9/11. Immediately after the bombings, there was great public support for extreme security measures. There were also noticeable changes in the government policies towards the American Muslim community in the U.S. Both Republicans and Democrats were united to face the threat. And the Patriot Act was one of the first laws that was passed by the Congress and signed by the President in the last week of October 2001. The paper argues that through the Patriot Act, the government of the United States has abused its power by coming down so hard on the Muslim American community. The policy making process in this case was based on an emergency, but now the situation has changed. Therefore, aspects of the Patriot Act and 206 should changed, re-written or terminated. To do so, the study reviews how the Councils have been inactive or nominal without power clearly given by any law so far and why, and proposes how to take after the successful case of Labor-Management Council as a form of PDM in the private sector. Generally, unions and councils tend to drive labor-management relations into adversarial and cooperative ones, respectively. Furthermore, Public Officials‟ Councils are overlapped with their Unions in terms of purpose and eligible membership. Y.P. and Orokpo, O.F.E. titled: Farmers/Herdsmen Conflict in Kogi State: Security and Developmental Implications. The data presented in the earlier study formed background information used in this latest presentation. Thus, as a participant researcher, this author used the dialogical interaction analysis of George Herbert Mead and Bakhtin to present the results of the study. The theory of dialogism is premised on the tenet that social world is made up of multiple voices, perspectives and subjective world. Hence, to exist is to engage in continuous dialogue which is the basis for human transformation, fusing with parts of others. The theory of dialogism views humanity as fundamentally indeterminate and unfinalisable, and that human coexistence can only be actualized through a free discursive act and not in predefined context. Hence, dialogue is seen as a fundamental means of a constitutive change. It is on this premise that Lederach (2003) asserted that many of the skill-based mechanisms that reduce violence are rooted in communicative capacities to exchange ideas, find common definitions and move toward solutions. Relying on the premises of dialogism, this study identified the causes of the conflict between farmers and herdsmen in Kogi State, examined the security and socio-economic implications of the conflict on development of the state. The results revealed unique information relating to the perceptions of the conflict groups which provided in-depth understanding of the nitty-gritty of the causes of the conflict in Kogi State. Thus, the results showed that the crux of the conflict centers on the struggle for economic use of land resources by the conflict groups. And that failure of government at all levels as societal regulator and moderator to play its role in terms of provision of stable set of institutional rules to address this crux of the conflict give way to other incidental factors such as deficient/poor policy implementation, ecological/demographic and security related.
