The Leadership Academy - an independent, not-for-profit organization - represents the centerpiece of New York City’s attempts to expand its principal labor pool while at the same time increasing the autonomy and day-to-day responsibilities of its school leaders. In particular, the Leadership Academy seeks to prepare principals for schools marked by high student poverty, low achievement and frequent staff turnover - schools in which principal vacancies had been historically hard to fill. Aspiring Principals (APP), the Leadership Academy’s pre-service principal preparation program, is a 14-month intensive program involving three components. This report represents the first systematic comparison of student outcomes in schools led by APP graduates after three years to those in comparable schools led by other new principals. We provide both a straightforward comparison of average achievement in these two groups of schools, and in efforts to isolate a potential program effect, we conduct a formal regression analysis that accounts for pre-existing differences in student performance and characteristics. We also report key differences between the school leaders themselves and the schools in which they were placed. We address, in turn: Policies to recruit and train teachers; policies to improve attendance, discipline and relationships among students and adults; policies to provide additional services to students; policies to increase the types of schools available to African-American teens; policies to engage parents and communities; and policies to effectively use data. In the end, students of all races benefit from good educational practices, adequate resources and strong support. The law's supporters hoped that it would spark innovation and reduce welfare use; critics feared that it would lead to cuts in benefits and to widespread suffering. Whether the reform succeeds or fails depends largely on what happens in big cities, where poverty and welfare receipt are most concentrated. This report - one of a series from MDRC's Project on Devolution and Urban Change - examines the specific ways in which reform unfolded in Philadelphia. The study uses field research, state records, surveys and ethnographic interviews of welfare recipients, and indicators of social and economic trends to assess TANF's implementation and effects. The study identifies low and high performing schools and sub-city districts using a three- year panel of data on New York City elementary and middle schools. The results suggest that districts \"matter\" to school performance, even when they have no revenue raising responsibility. Instead, there is wide variation in school organization across the United States and even within school districts. This paper examines how student performance in eighth grade is shaped by the grade span configuration. Exploiting the variation in New York City, we estimate the impact of several distinct grade span configurations, controlling for school and student characteristics including third grade performance. We find that students in schools with longer grade spans (K-8 schools particularly) outperform students in schools with shorter grade spans.
