It is known in the RPJMN that the target for implementing an agrarian reform policy is 9 million hectares, consisting of a policy of legalizing land totaling 4.5 million hectares and redistribution of land totaling 4.5 million hectares. Where 4.1 million hectares of land to be redistributed, comes from forest land. In order to facilitate the achievement of these agrarian reform targets, the Government then established norms in the form of Presidential Regulation Number 86 Year 2018 on Agrarian Reform, which regulates land originating from forest areas to resolve existing problems and anticipate other problems. Related to the state's authority in redistributing land originating from forest areas as an object of agrarian reform, of course, in accordance with the mandate of the Constitution and TAP MPR Number IX / MPR / 2001 which has given the authority to manage the land to the state. Then the change in the function of the forest area as a TORA Object is deemed appropriate as long as it aims to achieve Agrarian Reform. Then the types of forest areas that are the object of agrarian reform based on Article 1 Paragraph (3) of the 2018 LHK Ministerial Regulation, namely: a. nonproductive HPK area, b. production forest areas or protected forest areas that have been controlled, owned, used and utilized for settlements, public facilities and / or social facilities, arable land. The basis used by the government to take over individual land is for the public interest. This article seeks to examine whether or not the transformation of the meaning of public interest also occurs in the Indonesian regulations related to the acquisition of private lands by the state. If it does, what kind of transformation in the meaning of public interest in the regulations? What factors might influence the transformation of the meaning? What are the basic arguments underlying the transformation of the meaning? The method used in this research is a normative legal research. The condition of regulations regarding the taking of land rights experienced dynamics and shifts from time to time. However, environmental degradation has been escalated since this approach ignores its negative impacts to the environment. This, of course, has caused the increase of greenhouse gas emission which is contra-productive for Indonesia commitment to reduce emissions by 26 % and up to 41 % with international support by 2020. This approach also perpetuates patronage and rent seeking relation pattern due to its economic benefit which generates corrupt practices. Concerning to the related issues of the usual implementation of business, green growth strategy is established to prevent further environmental degradation. By implementing such strategy, the economic development shall positively correlate with the natural resources conservation through accountable environmental management. Distinct from business as usual approach, such strategy does not provide short term of cash return, yet it provides benefits for the environment, social, ecosystem, and will reduce the emission. Therefore, such strategy requires the changes on how business actors managing the natural resources, yet also requires the government to develop green growth projects policy reciprocally. The importance of this changing is to meet the aim of green growth strategy itself, such as restoring degraded land, managing water resources, improving air quality and utilizing waste management, etc., and also assuredly to prevent corrupt practices. Since green growth strategy necessitates rigidly, yet tenuously of study and policy for the project, elimination of the opportunities for corrupt practices is compulsory to be met. Different with the domestic market, cryptocurrency has been widely invested by investors. The Cryptocurrency has been rapidly developed and has become preferred medium of exchange among investors, due to its advantages which are not appeared in fiat currenciy. International Labor Organization (ILO) reported that 56 % of job opportunity are threatened due to the emergence of robots and automation. Experts predict that labors will lose jobs and stagnancy of wages for high market competition suggests businesses to minimize labor cost. It might gets worse if liberal market system continues and waging policy does not advocate labor’s interest. Transition of jobs as the result of Industrial Revolution 4. 0 gives businesses advantages of less labor cost due to robots and automation, yet putting labors aside to disadvantage. More massive automation will challenge labor consolidation because more permanent labors will lose their jobs.
