MIL-STD-461 permits and encourages ``tailoring'' the EMI specifications for each equipment to the anticipated usage. In this paper, the Naval Avionics Center Staff Engineer for Electromagnetic Effects presents a typical tailored EMI specification as used within the Naval Air Systems Command to procure carrier based aircraft avionics. Initially, the FCC had specified in Appendix A to Subpart J measurement procedures which drew heavily on ANSI C63.4. In mid-1983, through its efforts in Docket 80-284, the FCC modified Appendix A, deleting it from the regulations and replacing it with FCC Measurement Procedure MP-4. The new measurement procedure served to better define how computing equipment should be tested. Similarly, efforts by the VDE and CISPR have produced standards directed at testing computing equipment. Procedures for evaluating radiated emissions have been embodied in VDE 0877, Part 2/2.85, and in CISPR 22. Golzio","doi":"10.1109/ISEMC.1986.7568203","DOIUrl":"https://doi.org/10.1109/ISEMC.1986.7568203","url":null,"abstract":"Thermosensitive and diode based instruments This paper describes the use of a signal multiplier as a detector in order to perform both peak and RMS measurements in an electric/magnetic isotropic field sensor. Since thermosensitive instruments show a high time constant they can measure the RMS value only. The diode based instruments, using the \"square law\" region of the diode, measure the RMS value of the field but cannot measure the peak value; if used in the linear region they can either measure the RMS value by squaring x, y, z measurements or detect the peak value by using three synchronized peak holders. The proposed detection technique uses three signal multipliers as load of three orthogonal dipoles or loops that perform the square of the signals without loosing the mutual phase information. Then the three signals are added to obtain the square of the instantaneous value of the electric or magnetic field. This signal applied to an integrator (RC circuit) gives by definition the square of the RMS value for all types of polarization. From the signal sum it is also possible to detect the peak value. An experimental implementation of an electric field sensor using this technique and some results of various measurement situations are herein reported. A very good dynamic range has been achieved. The existing suitable instruments [4] , measuring electromagnetic fields, can be divided in two families: thermosensitive instruments, diode based instruments. The first family uses a thermometric or bolometric device as load of a dipole or a loop; in other types the electromagnetic wave impinges directly on the thermosensitive device. In both cases a thermal conversion of electromagnetic energy is done and the true RMS value is measured. But this transfer function is intrinsically slow and does not permit to measure the peak value. The time constant of these systems is of some seconds. By working with three orthogonal detection systems, an isotropic sensor is obtained and the measure becomes independent from the polarization because the sum of the RMS values of three orthogonal components of an arbitrary polarized wave is, in fact, the RMS value of the wave. Consequently this result gives a DC signal related to the following function: 2 Erms 2 2 2 Exrms + Eyrms + Ezrms ( 1 ) Introduction 2 2 Hrms = Hxrms + Hyrms + 2 Hzrms (i ■) The measurement of electromagnetic radiation is a very complex discipline [l,2] and it is difficult to meet all the requirements of different users . However many electromagnetic field sensors have been developed to measure relative strong fields in EMI and Radiation Hazard environment [3,4]. In EMI activities these sensors are employed to perform . radiated susceptibility tests at equipment or system level (e.g. RS03 MIL-STD-461) or to characterize sites like a transmitter tower, a high voltage power line, etc.. This paper deals with the theoretical explanation of such a behaviour for the systems operating at 70.3 MHz and 160.6 MHz. The theoretical model developed in this paper accounts for the signal losses from the diffraction phenomenon occuring over and around the physical obstructions(like buildings, hillocks), and reflections from the structures, it has been assumed that 2 the diffraction losses depends on the log h or W2/d', where d' is the distance between the measurement spot and the physical structure, h is height and w is width of the obstacle. The field strengths of the received signals at various locations in the city areas have also been measured. The resemblance of the experimental and theoreti­ cal behaviour has been discussed and analysed in this paper. It has been ooserved that vehicle mounted radio receiving systems moving through the streets of a metropolitan city like Bombay, experience large and rapid fluctuations of the signal amplitude over the transmitted signals (1,2,3). A close observation of the received signal waveform reveals, number of interferences minima in the signal magnitude distribution. The type of interferences lead to a most commonly used term 'fading'. Fading may be considered as the result of the diffraction and reflection of VHF waves from the physical obstructions such as high rise buildings, hillocks etc. The prediction area of coverage with respect to 'fading' and the potential interference of an existing radio signals is of vital importance in the spectrum planning and management. The aim of this paper is to develop a theoritical model to study the behaviour of incoming VHF signals at various locations in the city areas. This model accounts for the losses in the transmitted signal strength due to diffractions and reflections from the physical structures. The theoretically calculated received field strengths have been compared with the experimentally observed field strengths at the various locations in the Bombay city, and a close resemblance between the two has been found. Field strengths on two land mobile radio systems operating at 70.3 MHz and 160.5 MHz have been measured at various locations in the city. At these locations weak signal strengths have been received. 2.0 Description_of_the_s^stems The characterstics of the two systems are, 1. Voltage response was measured from 1 kHz to 1 GHz. Transfer impedance could be calculated up to 200 MHz. These measurements showed that the transfer impedance did not change significantly when up to 8 spring fingers were covered with tape and that the transfer impedance of the connector with all spring fingers taped was less than that of 1 meter of single overbraid.
