Currently, no user safe monitoring technique is used in Peru to study disasters of this nature. For this purpose, a new Ground Based Synthetic Aperture Radar (GB-SAR) system is under development at the Jicamarca Radio Observatory. In this work, we present the hardware description of the system and the data processing algorithms used for image formation. Linear RLC models of such impedance can be obtained as an extension. The device is a cost-effective system, easy to mount and operate. This is achieved by exploiting the resources of commercial computers with sound cards, using minimum additional hardware and digitally processing the signals intervening in the measurement. The range of frequencies to measure impedance is determined by the sound cards used, which often operate at a maximum frequency of 44kHz. This article describes the fundamentals to perform the electrical characterization and the methods used to design the system. This system was calibrated by means of a commercial RLCZ meter, a Tonghui 2826A. The estimated values of impedance were coherent with the pattern. A continuous monitoring of all weather conditions is necessary for accurate weather models, forecast, and nowcast along the territory. To cope with this problem, the Jicamarca Radio Observatory (JRO) is developing a low-cost, portable CLear AIr and Rainfall Estimations (CLAIRE) Radar that will provide tropospheric winds, turbulence, and rainfall estimations that will help analyze and quantify meteorological phenomena. CLAIRE consists of four Yagi-Uda antenna phased arrays, one for transmission and three for reception, arranged in a quasimonostatic system. The 445-MHz CLAIRE system is sensitive to both clear-air and precipitation echoes. The aim is to separate the two types of echoes through spectral analysis and process them independently. Several design styles can be used, where the micropipeline style is the most suitable one for FPGA platforms because it has a simpler control. It is proposed new pipeline architecture to implement asynchronous systems, in bundled-data micropipeline style, having FPGAs as target devices. One drawback of the bundled-data design is the insertion of delay elements, which increases dissipated power and area. The asynchronous pipeline architecture proposed deals with this problem reducing the number of delay elements. The system was developed in the INICTEL-UNI, as part of the project \"Telemetry system for monitoring natural resources and the environment in Peru\". The sensor node is implemented with themethodology of development iterative and incremental considering building 3 electronic boards. Each electronic board works as an independent module having a specific function. The sensor node is capable of transmitting data through the GPRS (General Packet Radio Service) or ZigBee. Also, the acquistion and sending of readings obtained by the sensor node is done with a low power microcontroller which has a control system for saving energy allowing greater operating autonomy. This paper presents a simple yet efficient image processing approach by proposing a new image feature detector and descriptor based in LAW´s filter. This Algorithm gets texture, shape and layout information; the structures are defined based on a kernels and texture-energy approach that measures the amount of variation within a fixed-size window. Such a blimp will have an spherical hull filled with helium. Four tetrahedrally-arranged driving units (DU) were designed and constructed, with each DU having a thruster with propeller with the ability to rotate, due to the action of a DC servomotor. Such DU will be mounted on the blimp for locomotion. The mechanical design is aimed to make the blimp near NBP (Neutral Buoyancy Position). The NAT allow to establish TCP communications if the communication start from internal NAT, but does not allow communication if it start from the public internet, external NAT. This is call The NAT traversal problems. It cause that communications among peers relay on a third intermediary computer for the whole communication. Been this a security issue as the third intermediary can get a copy of the communication and also make the communication slower as it need to go through the third computer. This is the case for any p2p, VoIP, live games among others internet applications. For this purpose, a prototype of the robot was built using the mechanical structure design proposed by Reymond Clavel. In this context, two different methods of controller design based on pole placement and state feedback were used ensuring stability and a good performance of the closed-loop system. The first controller design method was the PD and the second method was LQR, where the PD controller parameters were obtained using pole placement. The results shown the stability and a good performance of the closed-loop system when they were implemented for a desired helix trajectory of the end-effector.
