Elections offer them that privilege of choosing their leaders. But when elections are not credible, free and fair these lofty objectives could not be achieved. It is only credible, free and fair elections where the will of majority prevails that will guarantee good governance cum sustainable development. This is because politicians will be on their toes to deliver good governance as that is the only thing that earn them their positions. Unfortunately, this is not always the case. Many a time votes do not count and the will of majority do not prevail. Judiciary many a times are handicapped in addressing injustices done during election as cases are always decided based on available evidence. An insufficiency ofinstructional materials for teaching and learning; 2. Lacking regional and/or international accreditation; 3. Aninadequate infrastructure; 4. Decline inStudent Enrollment; 5. COVID-19 Impact; 6. Skill gap in teaching and learning education model; 7. Financial Difficulties; 8. Lacking quality control mechanism in place; 9. Poor knowledge in information and communication technology; and 10. Unstructured social responsibility response. Consequently, the most critical problem was considered ‘the insufficient instructional materials of higher education institution, particularly the University of Bosaso’ and these factors such as 1. Very limited of qualified higher education lecturers; 2. Absence of University examination board; 3.Absence of Effective Higher Education Commission at Puntland and Federal Level; and 4.limited reading habit contribute the prevalence of said critical problem. Malaria morbidity data from 2007 to 2017 were obtained from the Integrated Disease Surveillance and Response System of Rivers State Ministry of Health while temperature and rainfall records from year 2007 to 2017 were obtained from Nigeria Meteorological Agency (NIMET), Abuja. Data generated were analyzed using SPSS 22.0 and presented using descriptive and inferential statistics. A total of 43,662 malaria cases was recorded in the study area within during the study period with mean morbidity of 330.77. Mean temperature of 27.32oC and mean rainfall of 137.13mm were recorded. Temperature showed a negative relationship with malaria which was significant in the years 2012 and 2014. Rainfall and morbidity showed a positive relationship which was significant only in year 2012. Across the months, temperature and malaria morbidity showed a negative insignificant relationship. However, rainfall showed a positive and significant relationship with malaria morbidity in May. Malaria remains endemic among the local subjects in the study area. During the study period, overall study showed no significant relationship between malaria morbidity, temperature and rainfall. This is to say that climatic variables are not the major drivers of malaria morbidity in the study area.
