{"title":"Вопрос национального единства в современной России: возможен ли единый национальный миф?","authors":"Artem Barynkin","doi":"10.31338/1641-2478pe.2.21.11","DOIUrl":"https://doi.org/10.31338/1641-2478pe.2.21.11","url":null,"abstract":"The author, relying on the concept of nations as imagined communities, sharing the existence of the scientific concepts of “ethnic” and “civil” nations, considers the possibility of the emergence of a single national myth, which could become the most important construct in the formation of national unity in a multinational country. Based on various legislative initiatives, amendments to the Constitution of Russia, considering certain aspects of historical policy in Russia, the author concludes that after 2014, on the background of the Ukrainian crisis, the Syrian crisis, US and European Union’s sanctions pressure and political confrontation with the West, the Russian authorities situationally started the mobilisation of public opinion. This policy is capable of producing results only in the short term. The solutions adopted in the first decade of the 21st century no longer meet the needs of this organisation and the EU Member States. New solutions that would functionally change the form of relationships between institutions have not been conceptually worked out. The European Union, struggling with numerous economic, social, and political crises, enters the next stage. Soon it will be decided, in which direction the organisation and its member states will develop. This article focuses on the current form of organisational and functional solutions of the EU by subjecting them to a critical review. The author evaluates, what is created in terms of decision-making processes and their results in the areas of foreign policy, security, and defence. Consequently, the article demonstrates the conditions that determine the form of the EU’s activities at the threshold of the second decade of the 21st century. Regional authorities in Scotland obtained significant prerogatives in payment of social benefits. They actively exercised the rights granted by the UK legislation, resulting in the partial decentralisation of the social security system in the United Kingdom of Great Britain and Northern Ireland has become a fact. This decentralisation is not complete, because the administration of pensions, and unemployment benefits remains the sole responsibility of London’s central government. One of the features of British social policy has become territorial asymmetry, consisting of partially different programs and social policy institutions in other parts of the UK. {"title":"Umowa o handlu i współpracy między UE a Wielką Brytanią","authors":"Jarosław Kundera","doi":"10.31338/1641-2478pe.2.21.7","DOIUrl":"https://doi.org/10.31338/1641-2478pe.2.21.7","url":null,"abstract":"The Trade and Cooperation Agreement between the European Union (EU) and the United Kingdom (UK) is a free trade agreement signed in accordance with WTO rules. It consists of 12 chapters and many annexes, which contain provisions on the free movement of goods, investments, payments, rules of origin, common institutions, dispute resolution procedure, cooperation in the field of transport, environmental protection, combating terrorism and crime. In view of the UK’s exit from the EU, it is important to analyse, what is most interesting in the Agreement and what it does not contain, e.g. provisions on the free movement of workers, students, financial services, the right of citizens to work, the common trade, agricultural policy, regional policy, financing of the EU budget. Because the Agreement limits the existing freedoms and scope of mutual cooperation, the aim of this Article is to analyse not only its provisions, but also the consequences that it will bring in terms of benefits and costs for the UK and the EU. The author uses a well-known non-Europe methodology in his research, taking into account the fact that things, which are now benefits of integration, could prove to be the costs of disintegration tomorrow. The costs and benefits of the Agreement should be assessed through the lens of the current costs and benefits of the UK’s membership of the EU. From this point of view, the implementation of the Agreement will bring higher alternative costs in the form of lower trade in goods and services, capital migration and workers in comparison with their volume, that can be achieved in the EU. However, with the emergence of new actors in the international arena, especially new types of organisations such as the European Union, the question arises: whether it is possible to apply sovereignty to entities other than states. The authors have the assumption that in the area of social sciences, it is possible to give the concept of the sovereignty a certain trait of universality, inter alia, to better reconcile the legal and political science approaches. The aim of this study is to identify and then to define an important feature of the EU, which may be sovereignty itself or its equivalent (autonomy, claim to sovereignty, quasi-sovereignty). The results of the study may lead to a better understanding of non-state subjects of public international law such as international organisations in genere, and organisations of integrational and supranational character in specie. To achieve that, the respective COVID-19 measures taken by governments in March and April 2020 in the V4 countries will be analysed using the VUCA model. VUCA is an acronym, and it includes four English terms: volatility, uncertainty, complexity and ambiguity. An important task in the analysis and prediction of the values for healthcare funding is the development and application of quantitative models based on different mathematical methods. Three of the most popular indicators used for the macroeconomic description of the funding of healthcare are: (1) total government expenditure on health as a percentage of GDP; (2) total government expenditure on health as a percentage of total general government expenditure; and (3) total government expenditure on health per capita. The author presents the analysis of premisses and circumstances of the introduction the Polish Card to the domestic legal system. In the first part of the article we will find the analysis of the factors resulted mass-resettlements after the World War II and after 1990. The discussion on assumptions of the Polish Card Act, critical arguments and statistical data will be presented in the next part of the article. In the further part the legal changes introduced after 10 years since passed the Polish Card Act will be analysed.
