Old ideas being repackaged?","authors":"Piotr Burgoński","doi":"10.31338/1641-2478pe.1.23.1","DOIUrl":"https://doi.org/10.31338/1641-2478pe.1.23.1","url":null,"abstract":"The aim of this article is to answer the question of whether, and if so to what extent, the package of initiatives announced by the European Commission in 2019, called the European Green Deal (EGD), represents a new approach to the mechanistic, sustainability and environmental paradigms. The former two paradigms have provided the ideological foundations for many past actions, including European Union policies, while the latter one is in its nature an intellectual construct proposed for enactment. This study is focused on the ideational dimension and consisted of comparing the EGD with the aforementioned paradigms in four aspects: a) the way it understands human's relationship with nature, b) the way it views civilisational development, c) its attitude towards knowledge, science and technology, and d) in the axiology adopted. The study is based on the literature on the subject and the 27 EU documents from 2019–2022 constituting the EGD, which were examined using a qualitative content analysis method. This strategy is fully complementary to the EU's environmental and climate policies. Currently, environmental issues play an important role in public policy not only at the EU level, therefore it is important to take a closer look at the zero waste concept. The main research problem is the answer to the question about the function of the zero waste concept in the European Union. The solution will be sought by analysing the actions underlying the vision of resource efficiency and discussing EU legislative initiatives to bring the transition to a circular economy closer. The article includes the main assumptions of the zero waste concept and the EU's resource-efficiency strategy. It also presents activities that fulfil the tenets of zero-waste living. The next parts of the article include the analysis of the EU legislation related to the zero waste vision. There will be presented the existing legislative regulations in the European Union. The author selected and systematised the features of transformational policy, which are typical for coal regions of European Union, which passed the stages of modernisation and transformation. Two main models of restructuration have been distinguished. The contemporary principles of transformation of regions dominated by the coal industry have been analysed in the light of the idea of a just transformation. The directions for the application of the EU’s experience have been formulated, the recommendations have been suggested for its implementation in the conditions of reconstruction of economy of Ukraine, in particular – its coal regions. The comparison of project's original assumptions with the identified conditions made its authors realise the need to restructure methods and ways of action (in the second phase), making the prospect of achieving the fundamental goal more realistic: reducing the gap in the ability to run a circular economy in the peripheral Baltic Sea Region compared to the centre of the European Union. Actions supporting \"sustainable digitisation\"","authors":"Alina Grynia","doi":"10.31338/1641-2478pe.1.23.4","DOIUrl":"https://doi.org/10.31338/1641-2478pe.1.23.4","url":null,"abstract":"Digital technologies redefine the shape of the modern economy and social relations, bring many benefits, but also challenges in the social, economic, environmental and climate context. The aim of the article in theoretical aspect is to broaden the knowledge about the dimensions of digitisation of economies, which must correspond to the goals of sustainable development. In empirical aspect, the aim of the presented research is to identify the level of digitisation of EU Member States’ economies and changes in the digital gap. The research methods include: institutional and legal analysis, descriptive and comparative methods. The main part of the article contains the review of the available studies, in which the authors analysed the relationships between digitisation and sustainable development, looking for the answer to the question of how digital transformation can contribute to economic, social and environmental sustainability. In the final part of the article, EU activities supporting \"sustainable digitisation\" will be analysed, which would facilitate and accelerate the achievement of the Sustainable Development Goals. The study made it possible to draw conclusions about the most important aspects of the EU development strategy in the context of \"sustainable digitisation\" and to understand the importance of digitisation for the implementation of the Sustainable Development Goals in the Member States. It was a direct result of the crises that shook the axiological foundations of integration process. Cultural policy was made, on the one hand, a medium of European memory, and, on the other hand – a catalyst for economic growth and an important component of sustainable development of the Union. This article presents the analysis of the strategic objectives of heritage as defined in EU secondary legislation and in the decision on establishing the European Year of Cultural Heritage (2018). The author determines correlations between the cultural heritage sector and sustainable development. They allow the sector to be structured in terms of multi-level management of 'resources', harnessing its capital-generating potential, and safeguarding it through EU financing and digitalisation mechanisms. Based on a systematic review of the literature, a conceptual model for managing IT-driven service innovation has been proposed. It consists of three components related to value creation, delivery and capturing. The theoretical and conceptual considerations are illustrated by examples of service innovations related to the implementation of IT in Europe (including innovations in transport, healthcare services and Fintech). The educational potential is described by the structure of the economically active population with different levels of education. The aim of the research was to study the impact of the educational potential of the economically active population on the development of regional markets in Central and Eastern Europe (CEE). Authors used for research the Eurostat data for the NUTS2 regions of the following CEE countries: Austria, Czechia, Germany, Hungary, Poland, and Slovakia. Analysis of the distribution of educational potential of the economically active population of these CEE countries at the regional level was carried out using the methods of spatial econometrics and statistics.
