Poor sections of our population need assistance rather than subsidies and now there is paradigm shift from subsidies to access of credit. Micro finance can also play a vital role in women developments who are now leading the economy through micro finance credit with the help of good decision making. But there is still a big challenge since independence that in most of the rural parts of India credit is providing by moneylenders at very high interest rates, but this is a work of financial institution. There is a big gap between haves and haves not people due to unequal income distributions of the people and they are financially excluded. So, micro finance institutions bridge the gap between two gaps. The problem statement, aims and objectives of the study, frame of reference, data \u0000 collection method and data analyze thereof. The collected primary data was analyzed, interpreted and finally, the \u0000 conclusions were drawn. The qualitative research configuration was embraced for this article. The purposive sampling \u0000 was utilized and thirty-two respondents took an interest in the project. The participants were sampled from poll of \u0000 government employees which includes hospital executives, employees and trade union shop stewards in Mpumalanga \u0000 Province. Many educational institutes have shifted to online learning platforms to keep the academic activities going. However, the questions about the willingness, designing and effectiveness of e-learning is still not clearly understood, particularly for a developing country like Oman, where the technical constraints like suitability of devices and bandwidth availability poses a serious challenge. In this study, the researcher focusses on understanding Business Student's perception at one of the Universities in Sultanate of Oman towards the online learning with a sample of 180 students through an online survey. The objective of the study is to understand the problems faced by Business students in pursuing online education and provide suggestions for improving the online education system. Stratified proportionate snowball sampling method is used to collect the data. Spearman correlation and Man Whitney U test is used for analysing the data. Students of both genders have similar opinion that they have technophobia to attend online classes. Students of both genders have different opinion that online learning is stressful during the pandemic. Fatile, Korede Ibrahim Hassan","doi":"10.12816/0059993","DOIUrl":"https://doi.org/10.12816/0059993","url":null,"abstract":"There is no doubt that absence of functional structures that can be harbinger of governance and democracy from below have undermined community participation and quality representation at the Ward Committees, local communities, Community Development Associations (CDAs) and Community Development Committees (CDC) in most developing countries. This article examines how community participation and engagement have forged democracy from below with specific references to Lagos State, Nigeria and eThekwini Municipality in South Africa. The article is anchored on democratic governance theory and qualitative combined with a case study approach was used. It utilised descriptive-comparative research method to analyse data collected from secondary sources such as journals, articles, textbooks, newspapers, government publications, and internet materials. The article reveals that community engagement at the local level can foster democracy by enhancing governance through effective public service delivery. It also observes that this can be achieved through deliberative practices that seek citizens’ participation in governmental and policy process. It argues that political sensitization is necessary at various levels at the grassroots to increase the awareness of the citizens on local participation and in electing credible candidates to represent them in government. The article concludes that writing and sending bills to the National Parliament, National Assembly, or Provincial or State Houses of Assembly by the local communities, ward committees, CDC, and CDA's will forge democracy from below and this can be achieved through the engagement of politicians who are members of these local communities. The paper suggests that democracy can only be strengthened in Nigeria and South Africa provided the enabling structures like local communities, ward committees, CDC and CDA's are functional and made to be part of the democratic system where their inputs will be considered when it comes to the public policy processes. {"title":"Investigating Internal Control Factors on Clean Audit Outcomes : A Case of Selected Departments in the Mpumalanga Province in South Africa","authors":"E. Edoun, S. The article examines the internal control factors that affect the achievement of a clean audit outcomes. Primary data was collected from self-administered questionnaires from 269 research participants who were permanent employed by the three Mpumalanga provincial departments namely Department of Health, Department of Education and Department of Community Safety and Liaison. Research results showed that internal control system factors such as leadership visibility and accountability, corporate governance and financial performance and management were positively related to the audit outcomes with a R square coefficient of .981. Additionally, all three factors were significant with a P-value of .000 less than .01. An effective leadership visibility and accountability should include appropriate management, verification process, performance agreement, early audits plan together with the transgression measures and the compliance to the legislation. The corporate governance dimension should involve management responsibility, risk management strategies, portfolio of evidence, solid internal control system, compliance monitoring as well as the update based on the Auditor General. The financial performance and management dimension should focus on the management controls, review of contracts, certified financial statements, expenditure monitoring while following the Public Finance Management Act. As part of the recommendations, policymakers should ensure execution of the laws and regulations in relation to a clean audit outcome. They should equally organise training sessions to advise companies, organisations and institutions about compliance to the legislation as well as the applicable transgression measures. The researcher conducted a study to determine the existence of a significant correlation between leadership empowering behaviour and the turnover intention to quit. The researcher suggested several research questions. Firstly, Leadership Empowering Behaviour has a significant impact on psychological responses (job satisfaction and job performance). Secondly, determine the impact of job satisfaction and job performance on turnover intention. Third, investigate the effect of psychological reactions on the empowerment of leaders and their turnover intentions. SPSS and SmartPLS3 were used to analyse the questionnaire data from 376 respondents. The researcher devised a study method that focuses on enhancing leadership behaviours such as empowerment, psychological reactions, and turnover intention. Employee empowerment has a positive relationship with job satisfaction and job performance. Job satisfaction and performance serve as a buffer between Empowering Leadership Behaviour and turnover intention. {"title":"Entrepreneurs’ Rating of Entrepreneurship Skills Needed by Business Education Graduates for Effective Management of Small Scale Businesses in Anambra State","authors":"Chimezie Comfort Okolocha, Chioma Lynda Uzoezie","doi":"10.12816/0059658","DOIUrl":"https://doi.org/10.12816/0059658","url":null,"abstract":"The study determined entrepreneurs’ ratings of entrepreneurship skills needed by business education graduates for effective management of small scale businesses in Anambra State. Three research questions and three null hypotheses guided the study. The design of the study was descriptive survey with a population of 322 registered small scale entrepreneurs in the study area. The purposive sampling technique was used to select a sample size of 97 entrepreneurs. A structured questionnaire containing 30 items validated by three experts in the field of business education and measurement and evaluation was used for data collection. Reliability of the instrument was determined through pilot test. Cronbach alpha formula was used to measure the internal consistency of the instrument, and data analysis yielded coefficient values of 0.79, 0.85 and 0.82 for clusters B1 to B3 with an overall co-efficient of 0.82 obtained. Mean and standard deviation were used to answer the research questions and to determine the homogeneity of the respondents’ ratings respectively while the t-test was used to test the hypotheses. Findings revealed that entrepreneurs in Anambra State strongly agree that self-motivation skills are needed by business education graduates for effective management of small scale businesses while they agree that innovative and financial management skills are needed by business education graduate. The findings also showed that years of experience did not significantly influence entrepreneurs’ ratings on the three skills covered. Based on the findings, the researchers recommended among others that, business education graduates who are already into small scale businesses but possess little of or none of these identified entrepreneurship skills should seek additional skill acquisition trainings to up-date their skills. The study found the Tanzanian commercial banking’s economic efficiency of all banks were not stable over the years and, their stochastic frontier performance was not 100% efficient. Based on empirical analysis the study also found deposit and trade financing were significantly influence economic performance.
