The survey found that 52% of South African firms in the manufacturing sector had technological innovations in the period 1998-2000. This figure is surprisingly high-it is the same as the European average and higher than that of many developed countries in Europe such as Italy, Norway and France. South African firms achieved this outcome with relatively few resources. The innovation expenditure in South Africa as a percentage of sales in manufacturing in 2000 was 2.6%, which is low in comparison to the European mean of 3.7%. An unexpected conclusion is that South African innovating firms are able to produce innovation outcomes that are comparable to European levels with innovation efforts that are lower than those of their counterparts. South African innovators are unique in many respects, providing some preliminary and partial explanations for this 'input-output paradox'. The sources of information for innovations as well as types of partners used by firms indicate a tendency to imitate rather than invent. The implications this has for industrial development and policymaking are discussed and some guidelines for policymaking are presented.","PeriodicalId":224116,"journal":{"name":"2004 IEEE Africon. 7th Africon Conference in Africa (IEEE Cat. Emergency planning techniques need to be developed in order to satisfy European guidelines and standards on power quality levels. Restoring power supply is a complicated problem to solve especially when faults on radial distribution systems occur and, consequently, long interruptions take place. Automatic switching devices greatly improve service reliability in electrical systems where an optimal device placement problem has been solved. An optimal device allocation strategy has been implemented in order to obtain a trade-off solution between technical performances and economical investments. Test results are provided for an actual distribution system demonstrating the methodology effectiveness.","PeriodicalId":224116,"journal":{"name":"2004 IEEE Africon. 7th Africon Conference in Africa (IEEE Cat. Two years on, the Department of Communications announced that the two short-listed bidders would each be awarded a 13% stake in the NEO. The authors here re-model the business plan for the NEO. This work forecasts the financial viability of the NEO. The basic infrastructure for such a second operator exists already in the networks owned by two other parastatals: the electricity generator and distributor and the transport parastatal, who will each be 15% stakeholders in the NEO. We examine the finances of the incumbent operator (IO) and use them to predict market share of the NEO over the next five years. We argue that the NEO will be dead on arrival if the IO deeply entrenches its position in the dominant areas listed. Since the NEO will be carrying bureaucratic baggage from its legacy, it will be prudent for the NEO to focus on green-field technology offerings and new service provision.","PeriodicalId":224116,"journal":{"name":"2004 IEEE Africon. 7th Africon Conference in Africa (IEEE Cat. This paper develops a new blind adaptive PTV linear multiuser detector based on the frequency shift (FRESH) architecture. The blind adaptive algorithm is based on the linearly constrained constant modulus algorithm (LCCMA), but is modified for the FRESH architecture. The resulting stochastic gradient algorithm has significantly less computational complexity than the recently proposed recursive and cyclic subspace tracking algorithms, and can offer comparable performance. The robustness of the FRESH-LCCMA algorithm is ensured through a proof of convergence which is carried out in this paper","PeriodicalId":224116,"journal":{"name":"2004 IEEE Africon. 7th Africon Conference in Africa (IEEE Cat. Electronic mail, data transfer, and the development of the Internet have changed the way the world communicates. As the Internet grows in popularity and therefore also in size, more and more transmissions take place, mainly because the technology is more readily available and applications have become more user friendly, allowing entry to less sophisticated users over a broad spectrum. Intertwined herewith, is the significant increase in business related use and transmission of critical data, ultimately leading to a significant increase in security risks. This has attracted and encouraged the entry of common criminals with a high level of computer based skills. Most data transfers are mainly text based, not secure and vulnerable to various forms of security risks. The open and distributed structure of the Internet has caused this major global security problem - for businesses and the individual. In the case of an individual, a security breach is localised, whereas with businesses the implications are far reaching. Leakage of intellectual property, confidential information and/or financial information could greatly harm businesses and their stakeholders. This presentation looks at a model that uses SSH for securing an insecure channel like Internet, whilst integrating smart cards for client authentication and encryption and decryption of data","PeriodicalId":224116,"journal":{"name":"2004 IEEE Africon. 7th Africon Conference in Africa (IEEE Cat. Decisions concerning the management of the flock are influenced by knowledge of the percentage of animals that are pregnant at any specific time. The aim of the project was to gain knowledge for the development of an instrument that is affordable and with which a farmer can do pregnancy determination himself, thereby enabling him to make the correct management decisions. Experimental data were obtained from pregnant Dorper ewes with the aid of a portable Doppler instrument. By using real data as input, simulations of correlation and auto correlation were done in MathCAD. In the simulations, known levels of noise were added to the Doppler signals. Satisfactory results were obtained from the simulations of auto correlation, which led to a DSP implementation of the method. In the DSP implementation of the auto correlation method, signals with an SNR of -6.5 dB were successfully identified. It can thus be concluded that the auto correlation method can be used successfully for the detection of the fetal heartbeat in noisy ultrasonic Doppler signals","PeriodicalId":224116,"journal":{"name":"2004 IEEE Africon. 7th Africon Conference in Africa (IEEE Cat. This watermarking system involves both the visible and invisible watermarking or bitmap images. In the instance where invisible watermarking takes place, it is important to maintain the integrity or image quality of the image being watermarked. This implies that the image should not be subjected to more than the acceptable degradation level which is specified in terms of the peak signal to noise ratio (PSNR). An acceptable degradation level was defined to be a PSNR value greater than 35 dB. Running the secure hash algorithm (SHA-1) hash function over the encrypted watermark ensures the integrity of the watermark. Secrecy is provided by means of symmetric key encryption. This is achieved by the utilization of the AES-Rijndael algorithm. Embedding and reconstruction of the watermark is based on the discrete cosine transform (DCT). This method ensures that the watermark is cryptographically secure when embedded in an image. Watermark detection, reconstruction and tamper indication are features of this design.","PeriodicalId":224116,"journal":{"name":"2004 IEEE Africon. 7th Africon Conference in Africa (IEEE Cat. Turbo codes have a powerful error correction capability that approach Shannon's capacity limit, leading to increased data rates and improved quality of service. STTC on the other hand combine channel coding and the use of multiple transmit antennas to provide temporal and space diversity for improved performance of communication links in fading channels. The paper discusses the fundamentals of the two schemes with their performance verified with simulation results. The complexity and the computational challenges involved in the real-time implementation of turbo-codes and the STTC system using top performing DSP processors are investigated. The paper ends with an investigation on the feasibility of implementing a concatenated outer turbo-coding with an inner STTC coding","PeriodicalId":224116,"journal":{"name":"2004 IEEE Africon. 7th Africon Conference in Africa (IEEE Cat.
