This paper mainly studies the optimal ordering and operation scheme to ensure the production of enterprises. In order to quantify the supply characteristics, emphasize the guarantee of enterprise products and make decisions on suppliers, this paper selects five indicators, such as supply risk, supply intensity, supply fluctuation, supply operation capacity and order cost. Then, this paper uses the analytic hierarchy process and entropy weight method to subjectively weight and objectively weight the five indicators, respectively, and couples the subjective and objective weights according to the Lagrange multiplier method to solve the optimal comprehensive weight. Finally, the total weight is brought into the TOPSIS model. It is also a crucial period for Shanghai to deepen the functions of the \"five centers\". As the central city of China's economy, finance, and trade, Shanghai's GDP growth rate is basically the same as that of the whole country. This paper selects Shanghai’s total GDP data from 2010 to 2019 and the GDP data of the primary, secondary, and tertiary industries as samples to establish a grey correlation analysis model to analyze the relationship between Shanghai’s three major industries and Shanghai’s economic growth. Grey correlation degree. The empirical results show that the tertiary industry has the greatest impact on the economic development of Shanghai, followed by the secondary industry and the primary industry. Firstly, the influence model of fuzzy evaluation of enterprise production is established. This paper makes a comprehensive evaluation of the six factors affecting the production of the enterprise, evaluates the influence of the importance of the production of the enterprise, and then assigns the weight of the influencing factors, so as to establish a comprehensive evaluation model, according to which the strength of the supplier can be deduced. The supply intensity index and the types of suppliers evaluate the supply characteristics of suppliers. Finally, the weight is (0.3508, 0.3304, 0.3188). Then this paper first establishes the optimal ordering scheme model of modular multi-objective optimization, analyzes the constraints, establishes a set of linear programming equations to solve it, and adjusts it according to the actual situation. As the nation's economic and financial center city, Shanghai has always been a benchmark for leading the Chinese economy. Therefore, this paper selects Shanghai’s GDP data from 2010 to 2019 as a sample to establish a Shanghai GDP prediction model based on the gray model GM (1, 1), and predicts Shanghai’s GDP total and growth data from 2020 to 2026. The empirical results show that the total GDP of Shanghai will continue to grow in the future, but the GDP growth rate will gradually slow down. The results show that there are regional differences in the substitution elasticity in the logistics industry, and the substitution elasticity in the more developed eastern regions is higher than in the central and western regions. Through theoretical analysis and empirical test of the affection of logistics substitution elasticity, the conclusion shows that the capital deepening level, the capital return rate, the worker's higher education level, the market opening degree, the government consumption expenditure, the industrial structure factors will affect the factor substitution elasticity of the logistics industry.
