Street children have negative connotations in the eyes of some people, because they are considered unsettling or disturb public order. Based on this fact, the Cirebon city government made regulation number 6 of 2009 on the Protection of Displaced Children and Children with Special Protection in the City of Cirebon. This aims to ensure the fulfillment of children's rights in order to live, grow and participate optimally in accordance with the dignity and dignity of humanity, and get protection from violence and discrimination, for the realization of quality, noble and prosperous Indonesian children. Based on the observations of the author, there are still some problems in the development of The Social Service of Manpower and Transmigration on the welfare of street children in the city of Cirebon, among others: the lack of harmony to the implementation of the program of fostering the welfare of street children among the fields in the Social Service Of Manpower and Transmigration of cirebon city. Such as the lack of frequency of counseling and coaching carried out by employees, in fact bam 40% of coaching carried out from the target that hams achieved, so that the program that hams implemented can not run as it should. In addition, there are still many problems of street children in the city of Cirebon that require serious attention from the Social Service of Manpower and Transmigration of Cirebon City. While there are several weaknesses in the development of street children, among others: There is still a mismatch of road data among the fields within the Social Service of Manpower and Transmigration of Cirebon City, such as not achieving the target of fostering street children, data shows the average achievement of children's welfare bam road 80% of the target achieved. This is due to the lack of awareness of each field to help each other in every activity of a job. The identification of this problem is: How is the effectiveness of coaching in the Social Service of Manpower and Transmigration of Cirebon City in improving the welfare of street children in the city of Cirebon? One of the public services provided is the making of Identity Card (KTP), as one of the services provided by the government. In this service, the community becomes the most important assessor in knowing the extent of the quality of public services provided by government officials. This paper aims to find out the extent of the quality of public services carried out by the government apparatus to the community. The background of doing this writing is because in terms of the quality of public services, the government apparatus as the implementation of public services is considered less optimal in serving the community. Karna felt less optimal because it takes a long time in the manufacture. The method of writing used is to use qualitative methods through descriptive approaches, by taking the location of writing in the Civil Registration and Population Office of the City of Majalengka, while the key informants in this writing are the Head of the Population and Civil Registration Office of the City of Majalengka, and the Head of Population Coming Field, then the Community on site as the main assessor in the services provided. The data sources used in this writing are primary data and secondary data. The primary data in this writing is obtained from the results of polling and interviews, while secondary data is obtained from other libraries to support the data that has been obtained. Data collection methods used are literature studies, observations, and in-depth interviews. Data analysis is done through data reduction, data display, data verification and inference. In this study the authors used the dimensions of Public Service in Lovelock theory to measure the extent of the quality of public service. The result is (1) Tangible: not optimal enough, (2) Realiable: not enough oprimal, (3) Responsiveness: optimal enough, (4) Assurance: not optimal enough, (5) Empathy: not optimal enough. From the research that researchers did about the Quality of Public Services in the Making of Identity Cards (KTP) in the Office of Population and Civil Registration of the City of Majalengka, it can be concluded that it has not run optimally. In connection with this phenomenon, the purpose of this study is to determine: 1. The effectiveness of the work of employees at the Bandung City Relations Office and 2. The factors that influence the work effectiveness of employees at the Bandung City Transportation Service. This research took place at the Department of Transportation of Bandung City. The research method used was descriptive qualitative. Data obtained from interviews the data sources were obtained from documents and informants. Research informants are the head of the Bandung traffic service and the community. Data analysis was carried out using interactive analysis techniques, which included data collection, data presentation, data reduction, and drawing conclusions. The results of the study concluded that: 1. The work effectiveness of the Bandung transportation service employees was quite good, seen from the work and implementation, the implementation of sudden tasks, the creativity of employees, job satisfaction of employees and users of community satisfaction.2.
