The legal status of this structure was enshrined in Articles 61 63 of the Constitution of the USSR, adopted in January 1924. Based on the analysis, the National System of Child Protection in the Republic of Uzbekistan was obtained, which is made up of certain components. Methods. The content of the article is based on various research methods, primarily on the assessment of the social protection system through interviews with stakeholders. The assessment critically assessed the strategies applied, identified lessons learned and best practices, accelerating the achievement of sustainable results for children in Uzbekistan, especially from the most vulnerable groups. The assessment was aimed at assessing the relevance, effectiveness, efficiency, sustainability, consistency and, if possible, the impact of the strategies adopted to achieve the results of the start program. Currently, the Russian Federation is implementing a state youth policy, the goal of which is to create the necessary conditions for self-realization of youth and their active inclusion in social processes. In this regard, the task of studying the historical experience of the USSR in the field of implementing state youth policy in the 1950s–1960s is actualized. At that time the interests and needs of youth began to be widely taken into account for the first time in the implementation of socio-economic development programs, including in the field of education. The article analyzes the conditions, causes and consequences of the choice of educational strategies by young people, reveals the relationship between the material capabilities of society and the social aspirations of young people. Sources and Methods. This problem is viewed from the point of view of social history, within the framework of the concept of \"socialist welfare state\". The research is based on archival materials from the collections of GA RF, RGANI, RGASPI. Analysis. The educational opportunities of young people in the early 1950s were significantly limited by the low quality of education, its partial payment; the dominance in the school system of the incomplete seven-year secondary school; a limited number of educational institutions providing vocational training on the basis of a complete secondary school; poor development of evening and distance learning. One of the main negative factors in the choice of educational strategies was the low standard of living. Conclusions. The implementation of the new social policy helped to increase the material capabilities of the population, opened access to higher and secondary education for a wide range of young people. This article examines some aspects of the development of events in 1941 1945. The forms and methods of the formation of patriotism attitudes in the multinational community are analyzed, and certain controversial issues are identified and analyzed. Attention is drawn to the existing assessments of the events associated with the war. Patriotism finds its true manifestation in the conditions of the highest ethnic mobility. This period was also characterized by a special patriotism. All these factors were characteristic of backgammon in our country. Under these conditions, the party and Soviet authorities also played a significant organizing role. Many peoples' efforts were subordinated to the achievement of victories over the fascists. The sacrificial feat of the peoples was highly appreciated by the political and military leadership of the country. At the same time, special attention was paid to the issue of participation in achieving victory over the enemy not only representatives of the titular peoples, but also of many ethnic minorities. This article represents an attempt of discussing pros and cons of the online communication compared to the offline ones, and including functional as well as cultural components such as habits, usefulness, as well as specific cases affecting the gradual and immediate shift from the offline to the online communication (like COVID19 pandemic). Online communication spaces provide ample opportunities for selfrepresentation, convenience and compliance, easy connectivity from every place in the world, it is time-consuming and costly. It is widely used in all areas of everyday life. At the same time participants of online communication need nonverbal communication and those all-important social signals, which make communication more efficient. Based on a large range of documentary materials and various sources, the support of children at the state level during the Great Patriotic War is considered on the example of one of the rear regions of the USSR - the Bashkir ASSR. Shows the adoption of legislative and regulatory acts on the protection of various categories of the child population and their implementation. Attention is drawn to the solution of the problem of child homelessness and neglect, aggravated in wartime conditions. The activity of power structures, public organizations of the republic to provide assistance to children and children's institutions, the existing difficulties and omissions are analyzed. A special place in the article is occupied by children's institutions that were evacuated in the republic from various regions of the Soviet country, including those with Spanish pupils. In the presentation of the article, the methods of comparative historical analysis, problem-chronological and logical ones were used. Results: The article is based on archival documents found in the National Archives of the Republic of Bashkortostan and the State Archives of the Russian Federation, as well as on various sources such as materials from periodicals, local museums and memories of war children. This made it possible to consider the provision of assistance to children in a specific region of the Soviet country during the war years, to identify difficulties and miscalculations. It is noted that the combination of the need to resolve the Arab-Israeli conflict and, at the same time, the territorial conflict with Syria created additional obstacles to ensuring security in the Middle East region; it does not work without diplomatic agreements with Syria. It is important to understand that from the very beginning of the negotiation process, Syria, whose position was characterized by extreme bias, believed that the Golan Heights was an end in itself, to which its interests were locked, while Israel focuses on diplomacy, focusing its attention on finding adequate means settlement of the SyrianIsraeli conflict, and not just on goals. It is especially obvious that the paradigm of conflict settlement on the basis of the principle of “territory for peace” adopted in the negotiation process became repetitive (frozen) at the level of form, which did not happen spontaneously, but only as a result of the absence of any shifts in its settlement. Moreover, the Syrian-Israeli conflict has no solution within the framework of this formula, since the time of simple and at the same time correct approaches to its settlement has passed. The adherence to this undoubtedly authoritative paradigm, as a kind of ritual, began to restrain the emergence of new unexpected forms aimed at resolving the Syrian-Israeli conflict, which is increasingly saturated with complex uncertainty.
