This paper claims that what one actually stewards is an office, a metaphysical vessel of principle and spirit by which authority is made manifest through the one(s) holding the office. A precise understanding of the office is offered in its essentials, but especially as related to the office of Christ. The concept of office is defined with respect to its grant of authority, and this in turn is approached from a Trinitarian analysis. The role of 'inner' (spiritual) versus 'outer' baptism (of water) and both with respect to anointing and confirmation, are examined. Unfortunately, in the international debates leading up to a post-Kyoto climate change agreement, the focus continues to be almost entirely on deforestation. Worse yet, unless safeguards are in place, continued use of the Kyoto Protocol's definition of forest could inadvertently accelerate forest degradation in developing countries putting the ecosystem functioning and the continuous flow of ecosystem services at risk. Brears","doi":"10.2139/ssrn.1309927","DOIUrl":"https://doi.org/10.2139/ssrn.1309927","url":null,"abstract":"This study explores, through semi-structured interviews, companies' perspectives from the mining, electricity and forestry industry on the key design elements of the New Zealand Emissions Trading Scheme (NZ ETS), which are linking, pricing, liquidity, enforcement and allocation of credits. The results are as such. Regarding linkage, participants wish to link the NZ ETS with other schemes as climate change is a global issue in addition to providing lower abatement costs. There are two main arguments on the pricing of New Zealand emissions units (NZUs): floating and fixed price. Greater information disclosure and regulatory certainty will increase liquidity. There needs to be an independent regulator to ensure no political interference. The allocation of credits is a contentious issue with an almost unanimous agreement that an intensity-based regime is fairer. The linking of the NZ ETS enables a global concerted effort to reduce climate change. A two-staged pricing mechanism will protect the economy from international emission price volatility. This problem is considered in the general case in which the number of checks during an interval is described by a Poisson checking process: in the framework of the Optimal Control Theory, the analytical solution of a new problem which is related to that of detecting the optimal random audit scheme is characterized. This is achievable because in this case the control function is associated to the rate of growth of the checking intensity. To address this need, we develop a non-linear mathematical programming model from a profit-maximizing firm's perspective, which can be tailored as a decision-support tool for firms facing environmental goals and constraints. We typify our approach using the specific context of diesel engine manufacturing and remanufacturing. Our model constructs are based on detailed interviews with top managers from two leading competitors in the medium and heavy-duty diesel engine industry. The approach allows the incorporation of traditional operations planning considerations - specifically capacity, production, and inventory, together with environmental considerations that range from product design, through production, to product end-of-life. A current hurdle to implementing such a model is the availability of input data. We examine bilateral FDI flows using a new extended OECD investment database which covers great number of host countries and a long sample period (1981-2005). The findings based on a spatial gravity-like model are largely plausible across specifications and confirm the existence of a negative relationship between FDI and environmental stringency, once we correct for endogeneity and spatial dependence. The evidence of a positive \"third-country\" effect for FDI suggests the prevalence of complex FDI from developed to developing countries. That tradition was based on the parsing of a potential change into a change in the size of some \"social pie\" measured in money (e.g., Pigou's \"national dividend\") and a change in the distribution of the pie. By characterizing an increase in the size of the pie (i.e., a Kaldor-Hicks improvement) as an \"increase in efficiency,\" this modernized Marshall-Pigou-Kaldor-Hicks (MPKH) tradition seeks to transcend the strictures of the Paretian treatment of efficiency (which would require actual compensation of the losers so that the whole change was a Pareto improvement). Economists can then with clear professional conscience make the policy recommendation for the increase in efficiency and put to one side the question of compensating the losers as a separate question of equity. However, this whole efficiency-equity analysis turns out to be vulnerable to a simple redescription of exactly the same total changes with a different numeraire or even a reversed numeraire (when only two goods are involved). Then the parsing into \"efficiency\" and \"equity\" parts will change and can even reverse itself so what was previously seen as the potential \"compensation\" is then recommended as the wealth-increasing change. Hence the \"wealth maximization\" principle breaks down in incoherence. The flaw is the numeraire illusion of evaluating changes in both non-numeraire goods and in the numeraire goods, and then misleadingly concluding that transfers in the numeraire goods have no effect on the size of the \"social pie.\" Changes in a yardstick will never be revealed by the same yardstick - but are revealed by switching to a different yardstick (or numeraire).
