Gill","doi":"10.1037/tam0000157","DOIUrl":"https://doi.org/10.1037/tam0000157","url":null,"abstract":"A time sequence analysis is conducted on 125 lone actor terrorists, most of whom mounted attacks in Europe and North America, utilizing the TRAP-18 (Terrorist Radicalization Assessment Protocol), a structured professional judgment instrument with demonstrable interrater reliability and criterion, discriminant, and predictive validity. Both frequency filters (>3) and coefficient filters (>.50) were applied to the data. Results indicate that virtually all distal characteristics, such as criminal violence, mental disorder, and ideology, preceded the proximal warning behaviors, such as pathway, fixation, identification, leakage, last resort, and directly communicated threats. Indicators that were “gatekeepers” and “turning point events” were also identifie d (Taylor et al., 2008). The time sequence analysis further validates the model of the TRAP-18 as a risk instrument for the assessment and management of lone actor terrorist violence. This study applies a terrorist risk assessment instrument, the TRAP-18, to a large sample of lone actor terrorists using time sequence analysis: a method by which indicators of risk are organized in a temporal relationship with one another. Since establishing the presence of a risk for violence is central to decision making in these cases, an evaluator’s violence risk assessment (VRA) and expert witness testimony play a vital role in hearings for these offenders. The present study examined judicial decisions regarding expert evidence on VRAs submitted to the court in 214 Dangerous Offender/Long-Term Offender hearings identified through the Canadian Legal Information Institute database. Written judicial decisions were analysed for any comments regarding factors related to expert evidence on VRA. The commonalities that were identified, including qualities of: (1) the evaluators, (2) the VRAs completed, and (3) the evaluators’ expert testimony about VRA, offer key considerations for professionals working in the mental health and criminal justice fields. This process currently relies heavily on the judgment of professionals, who play a vital role in a potentially high-stakes environment. However, thus far, little research focuses on the professionals themselves. This study provides insight into the experiences and opinions of professional threat and risk assessors, particularly regarding how they conduct terrorism assessments, their expectations for training, and the experience and characteristics of those that conduct them. An online survey solicited quantitative and qualitative responses from a sample of 41 professional threat assessors. The findings highlight the training and experience required differs greatly across different disciplines involved, and the importance of considering the context in which threat and risk assessments takes place. These findings also highlight cognitive abilities and personality characteristics that may be desirable for risk assessors in this context and provide avenues for further research to examine the role of these factors in risk assessment.
