Recently, resource efficiency has become of growing importance. Due to the use of relatively small amounts of many valuable and scarce materials, often intimately mixed, the design of electronic products deserves specific attention. From a materials perspective measures are needed to improve on recyclability. In addition to the use of recyclable materials, the ability to break connections between materials that are not compatible in recycling processes is crucial. Environmentally and economically more interesting than recovery of materials is the reuse of components or products. To enable multiple product lifecycles, product design should also explicitly address maintenance, upgradeability, modularity and disassembly. They are expected to function for years to come, with ability to handle the change in technology and feed quality. The aging of a refinery and continues increase of vendors and contractors numbers forces the refinery's operation management to design a support system which can capture these changes. Furthermore, an accurate performance measurement and risk evaluation processes are highly needed. Therefore, this paper explores the nature of the support system design for a refinery. The research work explores the operation support system from a range of perspectives, interviewing managers from across the refinery organization. The factors contributing to complexity of a support system are described in context is presented which clusters them into several key areas. It is proposed that this framework may then be used as a tool for analysis and management of support system. Unlike other industries, the ADF is heavily affected by changes in Government, changes in Government policy direction, diversity of potential conflict scenarios and the manner in which budgets are set. This has led to a series of decisions being made that have addressed problems in the short term but have not adequately considered long term implications. More often than not, Government directives to deliver improved efficiencies come along with a corresponding budget cut, a direction to maintain services and capability without any real guidance on how this could or should be achieved and this continues to impact on the organisation long after the incumbent Government has left office. Resultant problem areas within the ADF maritime such as engineering and maintenance are covered by a number of Reports including the more recent Rizzo Report.
