The Ministry has made the religious norm as the principle for the 2013 Halal Tourism Program as a response to the significant number of tourists visiting Indonesia- both domestic and foreign visitors. The Halal Tourism Program was established to fulfill the need of Muslim tourists so that they can still travel around without violating their beliefs or norms- Islamic teaching. The Ministry of Tourism has found a fact that religion is an important consideration for the tourists to make decisions on their travel destination. Permata","doi":"10.21111/DAULIYAH.V5I1.4033","DOIUrl":"https://doi.org/10.21111/DAULIYAH.V5I1.4033","url":null,"abstract":"Indonesia is a country that can conduct dialogue and humanitarian diplomacy to the Myanmar government related to the issue of humanitarian crises that occur in the Rohingya ethnic group in Myanmar. This is evidenced by the acceptance of Indonesia as a dialogue partner in talks related to humanitarian diplomacy which aims to open up humanitarian space so that humanitarian assistance can be channeled to the victims of the humanitarian crisis that occurred. The policy of providing humanitarian assistance is inseparable from the dilemma faced by Indonesia both internally, bilateral relations, and international norms and rules. This paper aims to describe the dilemma faced by Indonesia in the policy of providing humanitarian assistance that departs from the historical proximity of Indonesia and Myanmar, the non-intervention rules of ASEAN, the international norms of Responsibility to Protect (R2P) and the Islamic identity in Indonesia which constitutes the majority’s identity which urges the government to take responsive actions to resolve the humanitarian crisis. Findings from the paper describe much that was done by Indonesia. This is descriptive qualitative research using secondary data and utilizes a constructivism approach that offers norms and identity as the source of international relations. In addition, this article also using realism theory since the two countries often using hard strategies. In this preliminary studies found that the failure of Korean reunification is due to the difference of interest combined with the complexity of political identity between the two countries. Even though, in development and implementation, it is not easy to get an ideal example. The debate among scholars and scientists is quite hard either in the mass media or in scientific forums, and it often fails to draw conclusions that are bright and fair. As an ideal example at the implementation level, it is also not easy to find agreements among Muslim practitioners, whether it is a model of the political system in Saudi Arabia, the politics of Indonesia, Malaysia, Brunei, Iran or the Turkish political system. In addition to external factors, global hegemony of thought and politics, the internal conditions of the Muslim community are also inseparable, especially among scientists and scholars and their politicians who are not serious about studying and animating the wealth of Islamic political treasures. This article will explain Islamic politics with two perspectives, namely: Islamic politics as a science (academic level) and Islamic politics as a movement (practical / implementative level). This cooperation is mutually beneficial for both parties, Egypt is increasing its position in relations with the US and European Union, while Israel guarantees the continuation of Egypt’s favorable foreign policy. This research uses the concept of securitization from Barry Buzan. Some important things which Buzan explained to analyze the process of securitization, such as: Referent Object (Actors), Existential Threats (things or issues that become threats), will proceed to be “Securitizing Move” by “Speech Act”. This paper uses qualitative method which is arranged descriptively with support by secondary data. This paper found that the process of securitization on refugee policies in Sweden from 2010 to 2015 is supported by Sweden Democrats Party and gained the response of Swedish anti-immigrant society, they are conducting the “Speech Act” sustainably.
