{"title":"Securing the home: Crime, state sovereignty and social housing in Medellín","authors":"F. Müller","doi":"10.32992/ERLACS.10387","DOIUrl":"https://doi.org/10.32992/ERLACS.10387","url":null,"abstract":"In urban Latin America social housing developments have become a strategy to (re)centre territorial sovereignty with the state, by relocating low-income populations from informal settlements controlled by organized criminal groups. Yet criminal groups wield significant influence in new social housing developments, and states’ monopoly on violence continues to be contested. While studies of urban housing in the region have largely disregarded matters of urban security, research on urban security has ignored houses as material agents. Bridging studies of housing and studies of urban security, I promote a broad understanding of security that conceives the cumulative effect of diverse threats to residents’ livelihoods. By doing so, I further develop a material approach to state sovereignty in which a house operates both as a material referent and as an affective “object of desire” (Berlant, 2011) in urban security politics. By promising a secure home, social housing developments materialize the state’s responsibility to protect its citizens. However, the deficient construction and inadequate design of many new homes expose residents to climatic, health and crime-related threats. I conclude by outlining three interrelated sets of question that arise from conceiving houses as politicized materiality. I base my argument on an ethnographic case study of a social housing development in peripheral Medellin. Resumen: Asegurando el hogar: crimen, soberania estatal y vivienda social en Medellin En la America Latina urbana, las urbanizaciones de vivienda social se han convertido en una estrategia para (re)centrar la soberania territorial en el Estado, reubicando poblaciones de bajos ingresos en asentamientos informales controlados por grupos criminales organizados. Estos grupos criminales ejercen una gran influencia en las nuevas obras de viviendas sociales y se sigue cuestionando el monopolio de violencia de los estados. Mientras los estudios de vivienda urbana en la region han descuidado en gran medida los asuntos de seguridad urbana, las investigaciones sobre seguridad urbana han ignorado la vivienda como agente material. Uniendo los estudios de vivienda y seguridad urbana, promuevo una comprension amplia de la seguridad que concibe el efecto acumulativo de diversas amenazas al medio de vida de los residentes, desarrollando asi un enfoque material de la soberania estatal en el que la vivienda funciona como referente material y “objeto de deseo” afectivo (Berlant, 2011) en la politica de seguridad urbana. Al prometer asegurar el hogar, los proyectos de vivienda social materializan la responsabilidad del Estado de proteger a sus ciudadanos. The most outstanding change has been the massive proletarianization of peasant families’ labour close to the capitalist companies of flowers, broccoli and vegetables, products oriented to the external market. In this article, we focus on the analysis of the specificity of relations between workers and employers, marked by the conservation and recreation of clientelist relationships adapted to the operation of a specific territorial labour market. This reflection emphasizes two crucial aspects: the incomplete process of proletarianization of the workforce that facilitates the reproduction of clientelist mechanisms between employeres and workers and the effects that this relationship has on the levels of organization of the rural labor force. Resumen: La expansion del agronegocio en la sierra ecuatoriana ha implicado importantes cambios en las relaciones sociales en los territorios donde se ha implantado (Provincias de Cotopaxi, Imbabura y Pichincha). El cambio mas notable ha sido el masivo proceso de proletarizacion de la mano de obra de las familias campesinas cercanas a las empresas capitalistas de flores, de brocoli y hortalizas, productos orientados al mercado externo. En este articulo, nos concentramos en el analisis sobre la especificidad de las relaciones entre trabajadores y empresarios, marcada por la conservacion y recreacion de relaciones clientelares adaptadas al funcionamiento de un especifico mercado de trabajo territorial. In the elections of 1973 – months before the fall of democracy – PDC achieved about 33 per cent of the votes, similar to that obtained in the first free elections after the dictatorship of General Pinochet (1973-1990). In the last elections of 2017, meanwhile, PDC got only 10.3 per cent. This trend opens a series of questions. Who are the PDC’s supporters? Is there continuity in its support bases from 1958 to 2017? Based on several surveys and aggregate electoral data at the community level, we note a surprising continuity in the profile of their voters. They tend to be Catholics, with political positions of center and - although with fluctuations - coming from the rural world. The dilemma for the PDC is that Catholicism has declined in Chile, the center has faded and the rural population has retreated. Resumen: El Partido Democrata Cristiano chileno ha sufrido un claro descenso electoral. En las elecciones de 1973, meses antes de la caida de la democracia, consiguio cerca del 33 por ciento de los votos, cifra similar a la que obtuvo en las primeras elecciones libres luego de la dictadura del general Pinochet (1973-1990). En las recientes elecciones de 2017 obtuvo solo el 10,3 por ciento. Esta tendencia abre una serie de preguntas. ?Quienes se identifican con el PDC? ?existe continuidad en sus bases de apoyo desde 1958 hasta 2017? Basandonos en varias encuestas y datos electorales agregados a nivel comunal, constatamos una sorprendente continuidad en el perfil de sus votantes. Suelen ser catolicos, con posturas politicas de centro y, aunque con fluctuaciones, provenientes del mundo rural.
