It used a quantitative approach and historical data, where the data used is both time series (2000–2012), and crosssectional (for some commercial banks that meet the requirements of the sample). Conceptually, it will rely upon the concept of efficiency proposed by Farrell (1957). Meanwhile, banking efficiency measurement techniques are used in the DEA with the intermediation approach as the basis for the selection of input and output. In the application of DEA, it will use both CRS models (models CCR) and VRS (BCC models). While in its construction, it will use an input-oriented approach. From here we identify the variables that affect the Indonesian banking efficiency in the post-Asian monetary crisis, by using Tobit Regression Model. Based on the sample of 17 commercial banks, our findings reveal that the efficiency of Indonesian commercial banks via the intermediation approach has been running normally and tends to be efficient in the post-Asian monetary crisis. In addition, banks in Indonesia are significantly affected by Size, State Ownership, Private Ownership, Non-merger, Foreign Ownership, Risk, and Economic Growth. From the study, it appears that the Size and Ownership of both state-private and domestic-foreign are variables that affect the Overall Technical Efficiency (OTE), Pure Technical Efficiency (PTE), and Scale Efficiency (SE). Furthermore, Non-Merger is a variable that affects the Overall Technical Efficiency (OTE), and Scale Efficiency (SE). Meanwhile, Risk affects only Pure Technical Efficiency (PTE), as well as Economic Growth which only affects Overall Technical Efficiency (OTE). Instead, Competition, Inflation, and Global Crisis did not affect all types of efficiency.","PeriodicalId":210740,"journal":{"name":"Proceedings of the First Lekantara Annual Conference on Public Administration, Literature, Social Sciences, Humanities, and Education, LePALISSHE 2021, August 3, 2021, Malang, Indonesia","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133624437","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Samples were 16 multinational companies listed on the Indonesia Stock Exchange from 2017 to 2019 with hedging transactions. They were chosen purposively and observed for three years, so the study had 48 samples in total. Data were analyzed using multiple regression analysis. The results showed that profitability negatively affected tax avoidance, foreign activity positively affected tax avoidance, and hedging positively affected tax avoidance. Findings confirmed that executives with a risk-taker characteristic could weaken the negative effect of profitability on tax avoidance and weaken the positive influence of foreign activity on tax avoidance. It indicated that executives with a risk-taker characteristic might conduct tax avoidance practices in companies with high foreign transaction activities. Executives with a risktaker characteristic had no influence on the relationship between hedging and tax avoidance.","PeriodicalId":210740,"journal":{"name":"Proceedings of the First Lekantara Annual Conference on Public Administration, Literature, Social Sciences, Humanities, and Education, LePALISSHE 2021, August 3, 2021, Malang, Indonesia","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130201434","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Cascading is a process of decreasing and aligning organizational targets to work units at all levels in the organization in a hierarchical manner. This process can be carried out to the lowest level, namely to the individual level. Therefore, there is an alignment of roles at all levels of the organizational unit. Cascading carried out in the regional government greatly affects the performance of the regional government in the Government Agency Performance Accountability System (Indonesian: Sistem Akuntabilitas Kinerja Instansi Pemerintah (SAKIP)). The purpose of this study was to find out the implementation of cascading in the regional governments of Kerinci Regency, Jambi Province and Rejang Lebong Regency, Bengkulu Province, in realizing a clean, accountable, and high-performing government. In this study, researchers applied a qualitative approach with a descriptive analysis method. The results showed that, in general, cascading has been carried out to improve the quality of governance in Kerinci Regency, Jambi Province and Rejang Lebong Regency, Bengkulu Province. However, the implementation of cascading in achieving the Key Performance Indicators (KPIs) for Regional Heads still needs to be revised or improved so that all Regional Apparatus Organizations (Indonesian: Organisasi Perangkat Daerah (OPD)) can align the KPIs for Regional Heads with the KPIs for Regional Apparatus Organizations to attain the vision and mission of the regional government.","PeriodicalId":210740,"journal":{"name":"Proceedings of the First Lekantara Annual Conference on Public Administration, Literature, Social Sciences, Humanities, and Education, LePALISSHE 2021, August 3, 2021, Malang, Indonesia","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133410015","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Therefore, the problem of the double burden of fisherwomen is inevitable, and what legal protection efforts and women empowerment could be done to overcome their household economic problems. Whereas in CEDAW, it is explained that the State is mandated to ensure gender equality. Juridical research is supported by empirical data of descriptive nature and uses qualitative analysis approaches to systematically understand the living activities and role of Fisherwomen so that it is easy to understand and be concluded inductively. The results of the study revealed that they have not succeeded in developing fishing businesses and lack adaptation strategies to overcome poverty so that the outcome of the dual role of women has not been felt. Legal protection efforts on fisherwomen who have been accustomed to being able to manage time allocation, still need to improve education, skills, in empowering women outside the marine products to be able to overcome poverty and provide knowledge related to legal protection, to be more aware of their rights.","PeriodicalId":210740,"journal":{"name":"Proceedings of the First Lekantara Annual Conference on Public Administration, Literature, Social Sciences, Humanities, and Education, LePALISSHE 2021, August 3, 2021, Malang, Indonesia","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130310215","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Karo culture that continues to change following the dynamics of the socio-cultural life of its people, can be read through historical records or seen from visual documentation in the form of photography. The discussion in this study focuses on photographs containing the history of Karo culture by Kristen Feilberg which were taken at the end of the 19th century. Through these photos, events related to the history of the Karo people are recorded in several perspectives. Content analysis of the three photos by Kristen Feilberg was carried out by referring to Terry Barrett's method: description, interpretation, and evaluation. The results of the analysis show the characteristics of Karo culture such as the tradition of selfdecoration, the function of jewellery as a status symbol, weaving activities and traditional buildings filled with meaning. Historical information in the form of photos has become one of the medias to introduce the culture existed in the past to the younger generation and is important for strengthening awareness of the nation's history.","PeriodicalId":210740,"journal":{"name":"Proceedings of the First Lekantara Annual Conference on Public Administration, Literature, Social Sciences, Humanities, and Education, LePALISSHE 2021, August 3, 2021, Malang, Indonesia","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122734969","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Airlines as carriers are required to apply in the implementation of transportation. However, is the regulation effective in suppressing the spread of Covid-19? This article uses normative legal research supported by primary and secondary data, and is analyzed qualitatively by drawing conclusions from general to specific matters. The results show that the positive impact of implementing regulations to prevent Covid-19 is the existence of law enforcement that is applied to passengers, goods and aircraft in the process of air transportation, where passengers must carry out health protocols by conducting antigen tests through hospital referrals, washing hands, wearing masks, maintaining distance, staying away from crowds and reducing mobility, sterilization of goods is carried out by spraying drugs that kill viruses, as well as airplane rooms. There are sanctions imposed on passengers, goods and airlines if they do not implement health protocols, that is unable to carry out flight operations. The Implementation of regulations not effective yet because the passengers still lack understanding of the importance of health protocols, therefore strict supervision is needed as a preventive measure for the implementation of comfortable air transportation to a safe and productive Covid-19 community.","PeriodicalId":210740,"journal":{"name":"Proceedings of the First Lekantara Annual Conference on Public Administration, Literature, Social Sciences, Humanities, and Education, LePALISSHE 2021, August 3, 2021, Malang, Indonesia","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130906325","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
