Although considerable attention has been paid to the legal and economic aspects of policies on public sector information PSI, also known as open data OD, the organizational consequences regarding the nature and shape of the public sector are rarely anticipated. We develop a framework to analyse organizational settings by comparing policies and outcomes of PSI reuse in EU member states. In many discussions on PSI reuse, government is treated as a unitary phenomenon with a single voice. We found considerable differences among EU member states concerning the implementation of PSI policies and indications that they are connected with the nature of the public sector in a specific state. Therefore we suggest that policies on PSI reuse to stimulate economic prosperity should be developed which take the specific national setting into consideration. When national government develops policies aimed simply at disclosing PSI without paying attention to the development of PSI reuse arenas, it runs the risk of unleashing narratives of control within the public sector, preventing them from releasing the innovative potential that PSI reuse intrinsically possesses.","PeriodicalId":210475,"journal":{"name":"Journal of E-Governance archive","volume":"22 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2013-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127244355","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The design and mobilization of such technologies in diverse settings have shown significant progress over time; however, such technologies and related practices continue to reflect limitations and difficulties. This study seeks to address a number of existing limitations in the use of technology in e-legislation. Using an applied research design combined with rapid applications development, the project examines avenues for e-participation in the current investigation-legislative practices of the Blue Ribbon Committee of the Philippine Senate. The project's applications development phase uses Web 2.0 as a platform, and combines it with electronic document and natural language techniques, thus enabling a shift from dominantly information dissemination approaches to multi-directional exchanges supported by new techniques like the automatic categorization of comments. The study explores the potential and the limitations of new technologies, and highlights the need for new institutional policies and capacity building to ensure the success and sustainability of e-participation initiatives. The technologies created can be considered as possible future directions by lawmakers in countries that are seeking to move beyond e-legislation practices that focus primarily on uni-directional information dissemination, into more participatory approaches.","PeriodicalId":210475,"journal":{"name":"Journal of E-Governance archive","volume":"25 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2013-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130509473","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
