The result of human resources in a lot of research and innovation is an important one, especially after the government's commitment through the issuance of Presidential Regulation Number 18 of 2020 concerning the National Medium-Term Development Plan (RPJMN) for 2020-2024 and also the Presidential Decree of the Republic of Indonesia Number 21 of the Year 2021 concerning the National Talent Management Task Force, where research and innovation are one of the sectors developed in national talent management. This study uses a qualitative method with a descriptive approach. The investigation resulted in four aspects of concern, namely the existing conditions and the Indonesian government's experience in developing human resources in the field of research and innovation, which had been initiated since the era of President Soekarno, then the presence of a scholarship program created by Prof. Eng. BJ Habibie, who at that time served as Minister of State for Research and Technology by providing scholarships to more than 1,500 people during 1982-1996 to study in several countries which would later become talents for the national strategic industry and research and development institutions in Indonesia. The results of talent management policy mapping in the research and innovation sector are discussed in the next section. To enrich understanding, a comparative study of talent management and policy was carried out in Japan, the Philippines, and Malaysia. The August 2020 microdata from Sakernas were used using logistic regression analysis. Descriptive analysis shows a balance of male and female workforce composition. However, the unemployment rate affected by Covid-19 is higher in western Indonesia than in eastern Indonesia. In the western part of Indonesia, the temporarily unemployed are more distributed in urban areas, while in the eastern part of Indonesia, they are more dispersed in rural areas. By gender, more men than women are temporarily unemployed due to Covid-19 in western and eastern Indonesia. Regression statistics show that layoffs and temporary layoffs impact white-collar and blue-collar workers differently. It can be seen that white-collar workers in western Indonesia have the highest return-to-work protection factor, while blue-collar workers in eastern Indonesia have the lowest. Urban areas provide blue-collar workers in eastern Indonesia with higher guaranteed chances of returning to work. Male white-collar workers in the Western Indonesia region are the most likely to return to work compared to other categories. The age variable is not significant for white-collar workers but is significant for blue-collar workers. The only significant education variable is the assurance that blue-collar workers in eastern Indonesia will return to work. Both accessibility and quality of education have to be attained to assure human resource development. Unfortunately, the academic achievement of Indonesian students in recent years is still unsatisfactory. Meanwhile, the development of Information and Communication Technology (ICT) is inseparable from human life. ICT has become one of the solutions to improve educational quality. This study aims to analyze the effect of ICT access on the learning performance of Indonesian junior high school (SMP) students. ICT access in this study focuses on basic facilities and infrastructure that schools must possess based on indicators of sustainable development goals, namely availability of computers, access to the internet, and electricity. This study uses cross-sectional data from regencies/cities in Indonesia in 2018 with the Ordinary Least Square (OLS) model based on the theoretical framework of education production functions using Computer-Based National Examination (UNBK) data as a dependent variable. Study results show that the availability of computers in schools and ICT facilities in households has a significant positive effect on the learning performance of SMP students in Indonesia. Meanwhile, the availability of access to electricity and school internet has not affected the learning performance of SMP students. The independent control variables of school characteristics (the student-to-teacher ratio and class conditions) and socioeconomic characteristics (population density) show significant positive results on the learning performance of SMP students. National examination scores in Eastern Indonesia tend to be lower than those in other regions. However, during the Covid-19 they are limited in scope for conducting investigations. Big data is considered one of the solutions to obtain information on the priority scale of handling public service supervision through strategic issues of public services that get lots of attention from the public and the media. This paper aims to present a portrait of public service issues and the recognition rate of the Ombudsman Representative in the big data perspective as input in development planning related to public service supervision. The analytical method used is big data which utilizes the Intelligence Media Analytics developed by Bappenas. Analysis of strategic issues of public service in the regions, types of problems, the reported agencies, and the level of popularity of the Ombudsman RI in representatives in the community and the media, are the main discussion in this analysis. The results show that based on the classification of the reported parties, the three agencies that received the highest complaints during the period March 2020 – March 2021 are the Social Affairs Agency, Education Agency, and Health Agency. Problems related to Social Assistance were the most widely reported complaints by the public to the Ombudsman RI during the Covid-19. Applying a fixed-effect approach, this study finds that total tax revenue has no significant effect on income inequality. This result implies that Indonesia's current tax system and structure, both national and sub-national, have been unable to contribute to reducing provincial income inequality. Likewise, by the type of taxes, both income tax and value-added tax revenue have a relatively insignificant effect. However, the ratio of local taxes to gross regional domestic product (GRDP) has a considerable positive effect on income inequality, indicating that the majority of consumption taxes in the local tax component are regressive. The study results identify three achievements during the Podokoyo Tourism Village development network, such as the success of having superior Village products, increasing the capacity of Podokoyo Village's human resources in tourism management, and receiving the title of Maslahat Village. The role of society in this regard can depend on the Human Development Index (HDI) and Gross Regional Domestic Product (GRDP). The incidence of diarrhea in all age groups is only 3.5%. East Java is a province that contributes significantly to the number of cases of diarrhea in children under five in Indonesia, so sanitation is critical. This study aimed to determine the effect of HDI and GRDP simultaneously on sanitation access in districts and cities in East Java Province. This research was conducted using secondary data from the Central Statistics Agency of East Java Province. The data analysis method used is multiple linear. HDI and GRDP variables positively and significantly impact the number of sanitation access districts and cities of East Java Province in 2016-2019. GRDP partially has a regression coefficient of 0.223 greater than HDI, which means that an increase in GRDP by one unit of rupiah causes an increase in the achievement of sanitation access in East Java Province. Besides, the tourism sector is a sector that has great potential in the economy and is an alternative to replacing the extractive sector, such as coal mining. Furthermore, new concepts related to smart tourism are also starting to emerge, which is expected to help accelerate economic recovery. Based on this, this study aims to evaluate the economic effects of smart tourism, both intra- and inter-regional effects, using inter-regional input-output. This is the first study to discuss the regional linkages to smart tourism. The result shows that smart tourism in Indonesia has a spillover effect to other regions, which can help regional integration. The smart tourism industry has a larger total effect on value-added than other industries. In intraregional, the multiplier effect on output, income, and value-added is greater than other industries. The biggest spillover effect of smart tourism is Java and Nusa Tenggara. Based on forward and backward linkage analysis, smart tourism in Bali is classified as \"dependent on inter-industrial demand as an intermediate primary production.\" In addition, smart tourism can be categorized as a key sector in intra regional Bali. Covid-19 medical waste in Indonesia reached 18,460 tons as of 27 July 2021. The number of waste management facilities did not follow the increased volume of hazardous medical waste. The government has compiled the construction of hazardous medical waste management facilities from health facilities into the Government Work Plan (RKP) for 2022. The budget allocated for the construction facility is quite large. An analysis is needed from the budget management perspective to achieve the right goals and objectives of the program. This research used literature studies from various relevant sources. Data analysis uses an environmental cost accounting perspective consisting of prevention, detection, and internal and external failure costs. The results show that from all aspects of these costs, the government has fulfilled them through the main program and supporting programs. Each program has a budget but no details of every need. Not only on the social aspect, but crime will also affect regional development. In addition, socio-cultural factors have an essential role in developing rural communities. This study aims to determine the effect of crime and social culture on rural development. The method used in this study is Ordinary Least Square (OLS) followed by Chi-squared Automatic Interaction Detector (CHAID) to determine the segmentation of crime and socio-cultural factors of society towards rural development. The results of this study state that nationally all independent research variables have a significant effect on the 2018 Rural Development Index, with an R-squared value of 31.9%. Changes in the development category can be spurred through development focusing on underdeveloped and far from urban areas. The government also needs to pay attention to rurally located forest areas. Furthermore, the government needs to improve security in the community. Guaranteed security can create good development in the short and long term.
