Development Study in Sido Rukun Village and Lubuk Bumbun Margo Tabir District, Merangin District, Jambi Province. This study aims to describe the performance of Village Facilitators in increasing village development in Sido Rukun Village and Lubuk Bumbun Margo Tabir District, Merangin District, Jambi Province. The research was carried out through direct observation to the field to carry out data collection through interviews and supported literature reference sources related to analyzing data findings. The method used is descriptive qualitative. The researcher is directly involved in extracting information. Data analysis was done deductively by using Mitchell’s theory (1987) as an analysis knife to describe the performance of village facilitators, with indicators of Quality of Work, Promptness, Initiative, Capability, and Communication. The practice of democracy has legitimized village leadership through village head elections. This legitimacy is a social asset that strengthens the village head to lead the village. Although in practice the implementation of government duties is certainly not enough if it only relates to public recognition, it requires administrative capabilities. At the concept and theory level, sometimes the village head cannot define in detail and measurably, but basically the nature of leadership values has been taken with simple patterns. Therefore, a combination of the two is needed so that the wheels of government can be implemented properly. The purpose of this study was to find out the leadership of the village head, to provide input to the District Head and Pemalang District Government about the leadership of the village head, and to provide an empirical picture to the readers as material for the study of governmental science development. This study uses a descriptive approach to describe existing phenomena, both natural and human engineering. Tujuan penelitian ini untuk mengetahui pengembangan sumber daya aparatur melalui orientasi, pemberdayaan, pendidikan dan pelatihan serta mengembangkan faktor-faktor yang memengaruhi untuk membangun smart aparatur sipil negara menuju birokrasi berkelas dunia. Dalam penelitian ini, penulis menggunakan jenis penelitian deskriptif, yaitu penelitian yang memaparkan dan bertujuan untuk memberikan gambaran serta penjelasan variabel yang diteliti. Teknik analisis data menggunakan teknik Maththew B. Miles dan Michael Huberman, (2007: 16), yang terdiri dari 4 komponen: pengumpulan data: reduksi data, penyajian dan pengambilan simpulan. Decentralization has caused some central government affairs to be delegated to regional government affairs. One of them is basic and social services. The purpose of this study is to describe the role of Village Community Institutions as working partners of headman in Pagesangan Sub-District, Mataram Subdistrict, in basic services to the community and in the social field in the Village. The research method used is an explorative method with an inductive approach that aims to obtain information about the current situation by looking at the links between the variables that exist. Data collection techniques include observation, interviews and documentation. Data analysis is done by data reduction, data presentation and conclusion drawing. The results of the study illustrate the role of the Pagesangan Village community institution as a working partner of the village head both in the field of service and social affairs, although there are still obstacles. Descriptive Study on the Office of Investment and One-Stop Services in Semarang Regency, Central Java Province. This research is intended to find out how the innovation of licensing services by picking up the ball in improving the quality of licensing services at the Semarang One-Stop Service of Investment and Integrated Services. Other objectives are to find out the factors that hamper the path of innovation in pick-up licensing services and to find out the efforts made by the Semarang District One-Stop Investment Service and Integrated Services to improve the quality of licensing services. In this study the author uses the theory of Basuki Johanes (2013: 179) who sees public service innovation from relative benefits, suitability, complexity, the possibility of observable experiments. The method used in this research is inductive descriptive. Data collection is done by using interview methods, documentation, and observation. Data analysis techniques used include data reduction, data presentation and conclusion drawing. The results of the study showed that in the implementation of the licensing service innovation, picking up the ball had already been running but not yet maximally. It should be noted again about the location in implementing the licensing service for picking up the ball. We know the city very narrow and very expensive housing land, the people’s choice is certainly suburb of the city that faced Depok. People in the sense of disappointment in the management of IMB, ranging from problems of slow and obscurity until the problem. convoluted procedure is coupled with process information that is not clear and always float, eventually the certainty of always not found. This research conducted with qualitative methods, collecting data through interviews, observation and in-depth discussions with informants who are directly related to the issuance of IMB service process, from the entire city of Depok regional organizations involved in the publishing process IMB. The results showed that the application of Electronic Government in the process of publishing Building Permit (IMB) in Depok in West Java has not applied thoroughly and with a system that has not integration. Implementation of Electronic Government in the work units involved in the process of IMB also yet thoroughly and also not maximized in the improvement of work processes (Business Process reengineer). Information Technology applications and infrastructure used in the process of issuing building permit was not optimal in helping the process of IMB.
