RTE problem is trying to build an intelligent system which can analyze the content of an input text (T), and then raises a hypothesis (H) inferred from that. My self-design RTE system, which is called SNRTE, combines lexical, syntax, and semantic 3 levels of analysis, under the support of NLP tools including Stemmer, Tokenize, Parser, POS Tag, Name Finder, WordNet2.1, and Support Vector Machine, etc. All these modules fetch useful information elements in the target text to define 49 feature values to train the system to make judgments by SVM. The training data is token from RTE official contest including 1600 pairs of tests and hypothesizes P(T,H). It is known to be a NP-complete problem. Several studies have demonstrated that genetic algorithm based on the principles of evolution perform better than others generally. Did Entrepreneurial Orientation (EO) make China USOs' performance difference after embedding into industrial network? Upon that, it is necessary to provide multiple channels for extending service delivery to the masses, particularly vulnerable groups in rural areas. The main purpose of this paper is to explore the operation and usage of multi-channel service delivery from local governments of China. Practices were recorded and collected during an investigation on the Municipal Administrative Service-center and Local Taxation Bureau of the Shiyan City in 2011. Empirical results show that web channels, mobile-based channels and e-service kiosks are primary digital channels been adopted, while the traditional channels can be supplements to digital ones in narrowing the digital divide. To solve this bottle-neck problem of fuzzy ontology-based knowledge reasoning, fuzzy ontology, fuzzy ontology representation method and fuzzy description logic are investigated, and the existing fuzzy ontology reasoners are comparatively analyzed. By virtue of the advantages of the typical reasoners such as Pellet, JenaAPI and fuzzyDL (fuzzy Description Logic), a method combining rule and description logic reasoning is designed, and a framework about fuzzy ontology based knowledge reasoning is proposed. By reducing fuzzy ontology, checking consistency and repairing inconsistency, the efficiency and accuracy of fuzzy ontology based knowledge reasoning can be improved.
