The 3G devices and software of devices are different between different manufacturers and standards. In order to manage the different devices and many users in the training process of vocational education in communication profession, we designed and developed the software, “comprehensive communication network training platform”. Combining the device controlling software, this software packed the communication devices and users into a platform for unified management with some key technologies such as soft routing, Network Address Translation (NAT). This paper calculated Location Quotients of Shaanxi Province from 2008-2010 by using the data of Statistical Yearbook of China and Shaanxi 2009-2011. And then adopt factor analysis, researched the correlation between the industries by using the data of input-output table. It has become the key to sustainable development to reduce the consumption of traditional energy and to enhance the development and utilization of renewable energy. Therefore, China has begun to enhance the development and investment on new clean energy and renewable energy. Wind energy is an inexhaustible supply of renewable energy and it has no pollution. To do great efforts to develop wind energy resources is also considered to be a very effective measure to protect the environment which causes more and more attention. In China, the development of wind energy has become an effective way to alleviate the shortage of energy and curb the environmental degradation. As an important follow-up energy source, wind power shows a good prospect for development. Because of the pollution-free, short construction cycle, investment flexibility and small footprint, wind power has good social and environmental benefit. Previously, our country did not make use of the wind energy. It not only wasted a valuable resource, but also had a bad impact on the ecological environment. First, this article analyzes the development situation and trend of China's wind power. Then, using the analytic hierarchy process and fuzzy comprehensive evaluation mathematical principle to evaluate the benefit of wind power generation, including the economic benefit, social benefit and environmental benefit. The result proves that the social and environmental benefit of wind power is very good and the comprehensive benefit is good. Finally, draw the conclusion that the use of wind energy has a good prospect for development. China should strengthen the use of wind energy and it will bring great benefit. The increasing demand for an understanding of architecture has implications for the expertise of IT professionals. Because higher education in Taiwan faces growing demands to reduce costs, increase agility, and standardize IT environments, there has been a surge of enterprise architecture activity. This study employs field research using the practical competence model to identify the core competences of enterprise architects in higher education. This paper incorporates rigorous qualitative methods into the Job Competency Analysis (JCA) method and integrates the existing literature with in-depth interviews from architectural experts and IT managers. The results allow us to create a practical competence model that identifies the core competences of one occupation or industry. In order to apply the simulation system to various types of satellites, a universal on-board interactive simulation framework based on CAN bus is established. The simulation members are designed according to the composition of actual satellite system. Interfaces of drivers included in simulation members are packaged into a common interface, thus the problem of interfaces and communications between different members is solved. The on-board simulation system is established with the foundation of a CAN bus simulation framework, which actual hardware can join in for a testing or validation. The framework of simulation flow is described, and the foundation of intercommunion and operation between simulation members is laid down. Its influence on the classification learner is even more universal. To deal with imbalanced classification problem, sampling strategy is always an efficient method, however some other aspects of this strategy need to be solved. What distribution should be regulated among the classes and within the class? Which sampling strategy, over-sampling or under-sampling, is more acceptable in specific issues? What metric should be used to measure the classification results? In this paper we propose a general rule to select sampling strategy and design a novel metric V-measure, putting more attention to the minority. Therefore, the usability analysis of web service behaviors is a significant problem to be solved. Based on our early study about behavior derivation for software components by interface automata (IA), a method is given for checking whether there are usable behaviors in a web service or not according to a user's requirement. A behavior is usable if it can be preserved in a composite web service under some constraints, otherwise it is unusable. Web services are described by BPEL4WS and the user's requirements are specified by MSCs. The key step in our proposal is to build an IA model for the web service behaviors. Thus, we give the transformation rules from BPEL4WS to IA. By using the algorithm of constructing an environment for an IA which had been given in our early works, the usability of a web service behaviors is checked.
