Low parental understanding of use technology especially communication technology makes them unable to keep an eye on the children. Especially during the Covid 19 pandemic, children were forced to follow education online using a cellphone or laptop. The need for parental supervision is a major factor so that children avoid the negative impacts caused by development technology. The ease of opening sites that have a negative impact on child development, making parental supervision indispensable. Keeping them away from negative things will make them more focused in study. This service is an activity carried out for provide understanding to parents how to monitor the system learning of children using cellphones or laptops during the Covid pandemic 19. Dijkstra's algorithm is one of the algorithms used to solve the shortest path and does not have a negative cost. The greedy strategy used in this algorithm is that each node in the graph will find the minimum value. This algorithm will look for a path with the minimum cost from one point to another. The purpose of this research is to understand the implementation of Dijkstra's algorithm on a graph to get the shortest route that is most optimal. In this research, an electrical energy monitoring tool was built using SMS (short massage service) based on the ATMEGA 2560 microcontroller that can measure and monitor the electrical energy consumption in real time using a voltage sensor and current sensor SCT013-030. Today's young people use technology more in finding information, such as using laptops or smartphones. Because to make it easier for people who want to know about puppets and their types, a technology is created that can distinguish the types of puppets based on wayang images. To measure the performance of public service units, elements / indicators are needed as a reference to provide an assessment of the performance results of public service units. To determine public satisfaction with services, the government issued several regulations related to the quality of public services, one of which is KEPMENPAN NO.25 / 2004 concerning general guidelines for compiling the community satisfaction index for service units of government agencies, which are general guidelines used as a reference for government agencies. There are 14 indicators related to the performance and services performed by service employees. The purpose of this research is to develop a service quality measurement application that can be accessed directly by the public. With the application of measuring the quality of public services that can be accessed directly by the public, the task of public service providers in evaluating the performance of public service delivery can be carried out easily. Predicting the level of understanding of students in English is needed to determine the level of ability or understanding of students in English so that students can further enhance student abilities. English is very necessary for students to support a bright future. In this study implements the Artificial Neural Network in conducting research and applying the bacpropagation method in it. To complete this study, researchers used several criteria, namely: Reading References, Hearing from the Environment, Practicing, Utilizing Technology. Of the four criteria using the backpropagation method is useful for training in predicting the level of understanding of students in English.
