However, little is known about what causes the delay in returning the borrowed books. To address this gap, the authors investigated circulation policies at Zambia’s leading academic library. The objective was to establish the effect of library regulations on the return of library books. Using a survey method, the study targeted 90 full-time students who were randomly selected. Quantitative data were analyzed using the Statistical Package for Social Sciences while qualitative data were coded and analyzed thematically. The results revealed that circulation policies have an effect on returning the borrowed books by users. The reference consulting service is the most valuable part of developing collections, increasing comprehensive service ability, and revealing a library's social roles in the information age. The change in user demands has accelerated the transfer process which shifts the focus of library reference work from the literature retrieval to the individualized, information-oriented deep content mining, or metrology analysis. Improving the new service capacity to accomplish library service transformation is also an important goal of functional improvements to the National Library of China. The questionnaire was prepared and distributed to the academicians of technology institutes to collect information about the medium which was used for seeking information. The questions were how devices helped to seek information, the purpose of the information, and challenges faced while seeking information and measure of satisfaction level for the digital library in the institutes. Hence, the study reveals that users used portable devices to seek information from the internet and the digital library rather than using printed copies of information for their academic, research and community service activities. The study population comprises Bowen University students from diverse disciplines, levels and ages. Data was collected with an adapted questionnaire administered to over 400 respondents using convenience sampling technique. Descriptive statistics were adopted in measuring user satisfaction. Findings revealed that Bowen University Library users were satisfied with the products, services, facilities and conduciveness of the library environment. Nevertheless, a majority of the respondents reported that they seldom obtain materials from the library promptly. Taking Peking University Library as an example, this article introduces some cases: the trend analysis of research hotspots project, the analysis report on patent competitiveness, a series of reports on subject competitiveness, and reports on research frontiers. The research paper is based on survey of final year BE students and faculty members have been chosen for the study. Questionnaire tool was used to gather data. Findings shows that the Utilization of digital information resources for overall purposes is found to a large extent among respondents with mean value of 2.28±0.89. An impressive 88.9% of respondents are of the opinion that digital library services are superior to conventional library services. Thirty-five librarians were purposively selected and questionnaires were sent and telephone interviews done to understand the opportunities and challenges that are encountered in imparting information literacy skills to students in preparing them for higher education. The results revealed that there are information literacy programmes in group A schools and universities. It was discovered that tertiary institutions do mentorship programmes and train teacher and school librarians on how to offer information literacy sessions. The greatest opportunity was the availability of information communication technologies (ICTs) in most of the schools and the support that is offered by the government towards the use of ICTs in learning. However, the major challenge is there are few online resources that are locally produced. Institutions of higher learning were purposively selected. Open ended questions were sent to 20 librarians and 13 responded. It was discovered that all the institutions of higher learning which participated in the study teach IL to the students and the librarians are responsible. Librarians teach IL to ensure that the students know how to search, evaluate and use information ethically and legally. This was necessitated by the information explosion leading to the availability of various information sources. The role of the librarian is to design the curriculum, teach IL and monitor and evaluate the course as a way of improving it. It was discovered that librarians face some challenges because of the negative attitudes by students and academic staff.
