In this respect, the report presents the authors’ comparative analysis of the implementation of Smart City initiatives in Northeast Bulgaria’s Districts. The purpose of the research is to give an original approach to the evaluation of Smart cities’ building through ICT platforms incorporation. In the terms of a global digital economy and society need Bulgarian regions to improve WI-FI accessibility to meet Smart development challenges. For example, household access to the Internet in Northeast Bulgaria’s Districts has increased from 60% to over 80% for the period 2016 – to 2021. Currently, the Bulgarian state provides 348 electronic administrative services using the Unified Model for requesting, paying, and provision of electronic administrative services. Municipal administration provides 142 e-services. The line is automatic and flexible, thanks to the use of 15 robots for transport and assembly. The possibilities are for assembling a family of several types of connectors. The work of the line is analysed and evaluated through statistics. The first objective consists in a categorization of such features. We adopt a qualitative method based on secondary researches that discuss s-commerce from the perspectives of features and platform development processes. The results show that the captured social features have separate concerns, which indicates a categorization. Also, the study shows a lack of guidelines to engineer requirements of s-commerce platforms. We combined the Neocognitron classifier with a special image and segment processor and applied the system in 2001 for automatic recognition of license plates in laboratory experiments. In this paper we report about a special image acquisition module and a postprocessor. To solve this problem, it is proposed to develop 2 data classifiers based on the SVM algorithm and a fully connected neural network using a three-class dataset containing normal patterns and patterns corresponding to 2 oncological diseases. At the same time, it is proposed to introduce dropout layers into the classifier based on a neural network in order to combat overfitting and use a special method for forming packages used in training to level the problem of class imbalance identified in the analysis of the dataset.
