{"title":"Optimization of Land Use in Development of Sustainable Tourism","authors":"Sumarja Fx","doi":"10.4108/EAI.30-10-2018.2281453","DOIUrl":"https://doi.org/10.4108/EAI.30-10-2018.2281453","url":null,"abstract":"Land use is one of the rights owned by individuals/groups of people or legal entities that have land rights according to Law of the Republic of Indonesia Number 5 of 1960 concerning Basic Regulations of Agrarian Principles (UU No. 5 Tahun 1960 tentang Peraturan Dasar Pokok-Pokok Agraria/UUPA). Land rights regulated by UUPA include Right of Ownership, Right of Exploitation, Right to Build, Right to Use, and Right to Rent for Buildings. It is often found in community practice, considering that not all holders of land rights can use their land optimally, while they need funds, then they take shortcuts, namely land for sale (sell off). Even though Articles 10, 24, 35, 41 and 53 of the UUPA allow a person who has rights on land but is unable to use it himself, it is permissible to cooperate with other parties with an agreement on the imposition of rights or a cooperation of agreement on land use. Of course, the format depends on the type of land, agriculture or non-agriculture. This hierarchy has existed in Banjar Gunungsari Desa, Jatiluwih Village since the beginning of this village was formed. This area has been enthroned the World Cultural Heritage on 29 of June 2012. As a village pattern structure, the Hulu-Teben concept needs preserving to maintain social and cultural structure of Jatiluwih Village. The analysis of land use, system of accessibility and use of space is carried out with community development program approach, which is expected to improve the standard of living for local community. There are several things expected from this research, such as, 1) residents’ need to physical facility planning of public buildings (18%); 2) village infrastructure (20%); 3) Tourism supporting facilities (25%); 4) art and cultural development (10%) and preservation of subak system and irrigation infrastructure (27%). From the results of previous research, a portion of ulayat land in each Pakraman village in Bali has been registered under state law to be individual land. The research method used is in the form of normative legal research with a legal, analytical and case approach through analyzing relevant laws and regulations and documents. Its findings are ulayat land which is controlled jointly by family groups or individually registered and issued certificates of ownership in the name of Pakraman Village. Commonly used satellite images include: IRS, Landsat TM and ETM +, IKONOS, Quickbird, Worldview2 and Geoeye-1. To find out the changes in coastline and coastal erosion rates in Klungkung regency was carried out by comparing two satellite images, namely SPOT 5 satellite image data in 2009 having a spatial resolution of 10 m and SPOT 6/7 in 2015 which resolution up to 1.5 m with digital on screen extraction method. This research contributes to local government and central government as basic data in making decisions for handling coastal areas. This research has been carried out in Angseri Village, Baturiti District, Tabanan Regency, Bali Province. This experiment used a randomized block design with a factorial pattern consisting of 2 factors, namely the arrangement of growing space and the concentration of Diamond Interest (D.I.) fertilizer which consisted of 4 levels each. The interaction between the growing space and the concentration of D.I.Grow fertilizer had no significant effect (P≥0.05) on all observed variables. The arrangement of growing space has a very real (P <0.01) effect on maximum plant height, maximum leaf number and number of tubers per clump; has significant effect (P <0.05) on the fresh weight and dry weight of tuber oven per clump as well as fresh weight and dry weight of stover oven per clump and no significant effect (P≥0.05) on the harvest index. The treatment of D.I. Grow fertilizer concentration significantly effected (P <0.05) to the maximum plant height and fresh weight and dry weight of stover, and had a very real (P <0.01) effect on the maximum number of leaves and the number of tubers per clump . However, the effect is not real (P> 0.05) on the fresh weight and dry weight of the tuber oven per clump and harvest index. The highest fresh weight and oven dry weight of tuber per clump was obtained in the setting of the growing space of 20 cm x 20 cm, namely 44.17 g and 4.52 g increased by 18.92% and 88.33% compared to the lowest yield in the arrangement of space growing 20 cm x 10 cm is 37.14 g and 2.40 g. The increasing amount of fertillizer concentration of DI Grow caused the increasing of the growth and yield of onion. The problems of the research are the forms of the dynamics of the use of English by the senior school students in Kecamatan Mengwi, Badung Regency and the factors causing the dynamics of the use of English by the senior school students in Kecamatan Mengwi, Badung Regency.The result of the research shows that the the dynamics of the use of English by the senior school students in Kecamatan Mengwi, Badung Regency are found in the use of vocabularies, verbs, adverbs, preposistions, sentence structures, and tenses. This research was conducte in Sumerta Village, East Denpasar Subdistrict, Denpasar City. This experiment is a factorial experiment using a randomized block design (RBD) consisting of two treatment factors, namely the concentration of biomi liquid organic fertilizer (K) and frequency of application (F). The factor of concentration of liquid organic fertilizer biomi consists of 4 levels: K0 = 0 ml.l, K1 = 2,5 ml.l, K2 = 5 ml.l, and K3 = 7,5 ml.l. The frequency factor of application consists of 3 levels: F1 = fertillizing frequency 2 times, F2 = fertillizing frequency 3 times and F3 = fertillizing frequency 4 times. Interaction treatment betwen the biomi liquid organic fertilizer consentration and fertillizing frequency as well as single treatment fertillizing frequency had no significant effect on all observed variables while the concentration of liquid organic fertilizer biomi significannly effected to the maximum number of leaves per plant and no significant effect on other variables. The distribution of biomi liquid organic fertillizer at various levels of concentration is not significantly different but the highest fresh weight of fruit per plant was obtained at a concentration of liquid organic fertilizer biomi 5 ml.l which was 300.93 g which increased by 4,55 % if it is compared with the lowest weight obtained with a concentration of 2,5 ml.l, which is 287, 83 g. However, the subsequent problem to arise is that until now the representation of women, especially in the legislature, has still received a less serious attention. Affirmative policy related to women's representation in politics is reflected in Law Number 2 of 2011 concerning Amendments to Law Number 2 of 2008 on Political Parties and Law Number 7 of 2017 toward Elections. The rules regarding affirmative action do not necessarily affect significantly the amount of women's representation in the legislature, especially in the Province of Bali. The amount of women's representation in the DPRD (Regional People's Representative Council) of the Province of Bali in the 2014-2019 period only reached 9.09%. The level increase is only 1.69% compared to the previous 2009-2014 period. Whereas in the DPD (Regional Representative Council) of Bali Province there has not been found any representation of women during the two periods, namely the period 2009-2014 and 2014-2019. The type of data used is qualitative data. Sources of data are sourced from primary data using a laboratory experiment design with participants of 58 post-graduate students from the Faculty of Economics and Business, University of Brawijaya Malang. Data testing conducted in this study to test the research hypotheses, which includes frequency distribution for descriptive statistics, homogeneity test, and normality test data. After that, analysis of variance (ANOVA) was carried out and independent statistical tests t test using SPSS Version 16. The results of this study prove that there are differences in the tendency of employees to commit fraud between employees with high self-control and low self-control. Employees with higher self-control tend not to cheat compared to employees with lower self-control. There are differences in the tendency of employees to commit fraud between organizations and internal control systems compared to no internal control system.
